16 <br /> <br />COUNCIL CHAMBER May 6, 198S <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Gunter, Dr. Hall. <br /> <br />MINUTES <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, <br />the minuteS of April 10th were approved as presented, with <br />Mr. Barnes abstaining. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the <br />minutes of April l15h were unanimously approved as presented. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, the <br />minutes of April 15th were approved as amended, with Dr. <br />Gunter abstaining. <br /> <br /> On motion by Mr. Barnes, seconded by Mrs. Gleason, the <br />minutes of April 18th were unanimously approved as presented. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. GUnter, the <br />minutes of April 29th were unanimously approved as presented. <br /> <br />PUBLIC <br /> <br /> Mr. Tom Vandever, Director of the Independence Resource <br />Center, requested Council's approval of the Independence <br />Resource Center applying for Section 202 (HUD) funds to be <br />used to construct housing for elderly and physically disabled <br />pezsons in the Belmont neighborhood. <br /> <br /> Responding to a question by Mr. Barnes, Mr. Satyendra <br />Huja, Director of Community Development, stated that it was <br />his understanding that the idea for housing in Belmont was <br />supported by the Belmont neighborhood. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, Council <br />unanimously approved the plan of the Independence Resource <br />Center to apply for Section 202 (HUD) funds to construct <br />housing for physically disabled and elderly persons in the <br />Belmont neighborhood. <br /> <br /> Mr. Darden Towe, representing the Central Virginia <br />Little League Baseball Association, presented Council with <br />a petition signed by 125 persons which requested that the <br />City contribute to the cost of providing electricity to the <br />concession stand at Pen Park. <br /> <br /> Mr. Hendrix stated that Mr. Gene German, Director of <br />Parks and Recreation, would have an estimate from VEPCO on <br />the cost of providing electricity to Pen Park within ten <br />days. <br /> <br />STAFF REPORT: STREET VENDOR POLICY ON DOWNTOWN MALL <br /> <br /> Mr. Hendrix summarized the alternatives the City Attorney's <br />office had provided to Council with regard to the street <br />vendor policy on the downtown mall: 1) take no action, <br />2) prohibit vendors on the mall, or 3) regulate vendors on <br />the downtown mall with regard to design, number, location <br />and hours of operation. <br /> <br /> Mr. Charles Kabbash of 414 E. Main Street, stated that <br />in his research he had found that street vendors created <br />problems in many other cities and many cities had successfully <br />prohibited them. Mr. Kabbash commented on the trash which he <br />felt was created by the presence of vendors during the recent <br />Dogwood Festival. <br /> <br /> Ms. Laurie Woolford, a student at Charlottesville High <br />School, spoke in favor of regulating street vendors. <br /> <br /> <br />
