On motion by Ms. Szakos, seconded by Mr. Fenwick, Ms. Kathy Galvin, Ms. Judy Mueller and Mr. Maurice Jones were appointed for four -year terms to the Rivanna Water and S ewer Authority and the Rivanna Sold Waste Authority. (Ayes: Ms. Galvin, Ms. Szakos, Mr . Bellamy, Mr. Fenwick, Mr. Signer; Noes: None.) MATTERS BY THE PUBLIC Mr. Signer read the guidelines for Matters by the Public. Mr. Jeff Fogel, 215 Spruce St., said he was disappointed the selection process for Mayor and Vice Mayor was not transparent. He asked what the basis was for which Councilors were chosen for boards. He said Charlottesville is divided into two unequal groups. Ms. Jean Hiatt, 1534 Rugby Ave., welcomed the new City Council ors . She s aid the present softball field lights at McIntire Park are glaring and requested that the new lighting planned be required to comply with dark sky guidelines. She suggested requiring porous surfaces for the new park ing lots that are created to improve run -off. She said the skate park should not be a state -of -the -art structure, because this would bring in a large number of people and vehicles that will put undue pressure on the surrounding neighborhoods. Mr. Roy Van D o orn, owner of City Select on High Street, distributed a book called Discover Charlottesville , a coffee table book that represents the best of the Charlottesville area. Hotels have sanitized exposure of the community to the guests staying in their rooms. This has been distributed to over 3,800 hotel rooms. He extended his thanks to t he CACVB for their help in executing this project. Ms. Nikuyah Walker, 503 Druid Ave., said Dr. King sai d, "An edifice that produces beggars needs reconstruction." The poli cies in Charlottesville do not provide for all types of families.
