56 <br /> <br /> Mr. Caravati suggested that Council maintain $20,000 in the reserve fund and any <br />funding over that go into the capital fund, and Councilors agreed. <br /> <br /> The meet ~giwas, adjourned. <br /> <br />Sideni~t~ - <br /> <br />COUNCIL CHAMBER - April 2, 2001 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br />AWARDS/RECOGNITIONS: MATTIE GRAPH[CS CORPORATION <br /> <br /> Mr. Caravati presented the City's Business Recognition Award to Mr. Cap Mattie <br />of Mattie Graphics Corporation. <br /> <br />PUBLIC <br /> <br /> Ms. Alicia Lugo said that the Quality Community Council (QCC) has been an <br />effort to bring together citizens from low income neighborhoods to speak on issue of <br />concern in their neighborhoods. Ms. Lugo said she feels Council needs to make an <br />ongoing moral and financial commitment to QCC to empower citizens who feel <br />disenfranchised and left out. <br /> <br /> Mr. John Martin, resident of Free Union, referring to the Ivy Landfill settlement <br />agreement, said there is a problem because plaintiffs in the settlement are barred from <br />speaking in opposition to cell 5 at the Landfill. Mr. Martin said Council must serve the <br />entire public and questioned whether the settlement serves the public. Mr. Martin said <br />that Council can waive these contingencies by letter and let them be free to speak. <br /> <br /> Mr. Michael Weber, a City resident, read an editorial he had written opposing the <br />gag order imposed by the Ivy Landfill settlement agreement. <br /> <br /> Mr. Preston Lloyd, a member of the University of Virginia Student Council who <br />serves as liaison between the City and Student Council, said the Student Council wants to <br />build a relationship with the City. <br /> <br /> Mr. Dan Burke, resident of Peacock Hill, a plaintiff in the Ivy Landfill settlement <br />who agreed to the gag order, said he is ashamed he gave up. this freedom and thinks <br />Council should be ashamed too. <br /> <br />pUBLIC HEARING: PROPOSED FY 2001-2002 BUDGET <br /> <br />Mr. O'Connell summarized changes made by Council to the proposed budget. <br />The public hearing was opened. <br /> <br /> Mr. Dan Rosensweig, 621 Hinton Avenue, representing Piedmont Housing <br />Alliance as a board member and former client, recommended that the City provide full <br />funding as CDBG funding was not recommended for the homebuyers assistance program. <br /> <br /> Ms. Tanya Brockett, Director of the Small Business Development Center, <br />commended Council for recognizing the contributions of the Center. Ms. Brockett said' <br />she is only $7,800 shy of being able to drawn down all available State funding. <br /> <br /> Ms. Judy Walker, representing the Ashlawn Highland Summer Festival, thanked <br />Council for funding the Festival, but said the 3% increase is not enough to even partially <br />fund their education programs and she hopes Council will consider increasing the <br />funding. <br /> <br /> <br />
