Ms. Fortune said the League's focus award this year goes to the Westhaven <br />Nursing Clinic. <br /> <br /> Ms. Pam Fisher, 1518 Trallridge Road, thanked the City for working with <br />residents regarding the Neighborhood Plans. She said that community input needs to <br />continue and requested that no additional access be allowed into Johnson Village. Ms. <br />Fisher said she supports the latest revision in the Neighborhood Plan with one exception, <br />and requested that "avoiding through traffic" be substituted for "minimize through <br />traffic." Ms. Fisher presented a petition signed by Johnson Village residents opposing <br />through traffic. <br /> <br /> Mr. 1Vdchael Weber, 1855 Westview Road, encouraged Council to attend the <br />April 20th meeting on the Landfill, and said he feels that if Council looks directly at the <br />information they will come to a different conclusion. <br /> <br /> Ms. Kay Slaughter, 1501 Short 18th Street, said she thinks it is worthwhile to look <br />at Mr. Weber's consultant's report and to explore remediation of wells. Ms. Slaughter <br />expressed appreciation for Council's support of the Lewis and Clark Festival and said <br />that the part-time position has been advertised and a website has been developed. <br /> <br />PRESENTATION: SOUTHERN EN-VIRONMENTAL LAW CENTER PROPOSAL - <br />ROUTE 29/HYDRAULIC ROAD INTERCHANGE <br /> <br /> Mr. Bruce Appleyard, Transportation Analyst with the Southern Environmental <br />Law Center, presented a study completed on the Hydraulic Road/Route 29 North <br />intersection. The study recomanends that there be a grade separated intersection, that <br />Hillsdale Drive be extended to Hydraulic Road, and that smart growth development be <br />fostered. Mr. Appleyard said he feels the study is a good starting point. <br /> <br /> Mr. Caravati said he finds it curious that the intersection with Route 29 and the <br />250 Bypass was not studied and instead the focus was on Hillsdale Drive, and Mr. <br />Appleyard Said the study was fairly limited, but he thinks that area needs to be looked at. <br /> <br /> Mr. Lynch said when the MPO saw the stud),, the VDOT representatives were <br />skeptical and wanted the numbers used, and asked if the numbers are available. <br /> <br /> Mr. Appleyard said that the study relied on VDOT's analyses from 1993 and <br />1998. Mr. Appleyard said that even with the proposed Sperry development the <br />consultant feels this is the best proposal. <br /> <br /> Mr. Cox said that the recommendation facilitates north/south traffic, and asked <br />where it is facilitating it to. Mr. Cox said if it is facilitating traffic to the University, the <br />University does not want access from that point. Mr. Cox said it appears that the <br />recommendation would create a bottleneck at the 250 Bypass intersection. <br /> <br /> Mr. Appleyard said we need to think about which roads are appropriate to funnel <br />traffic onto, and he feels Route 29 is appropriate for traffic. <br /> <br /> Mr. Cox said that Torti Gallas, the consultant who completed the Corridor Study, <br />recommended that to foster smart growth develop traffic needs to be slowed and there <br />needs to be urban scale development, Mr. Cox asked what the height of the proposed <br />bridge will be. Mr. Cox asked if any models were developed for urban scale <br />development facing on the side frontage road. <br /> <br /> Mr. Appleyard said the walls will be 20 feet high, and said he would leave it up to <br />the city and landowners to development models. <br /> <br /> Ms. Richards said that the reason the separated interchange was previously <br />rejected was because of the impact on businesses on Hydraulic and Route 29, though the <br />new design seems to help. Ms. Richards said she would like to have an overlay of the <br />previous VDOT proposal and the new design as she is having a hard time seeing the <br /> <br /> <br />
