82 <br /> <br />COUNCIL CHAMBER - May 7, 2001 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br />.AWARDS~ECOGNITIONS: BETTER LIVING, INC.; TEEN PREGNANCY <br />PREVENTION MONTH; WATER CONSERVATION AWARENESS WEEK; <br />BRIDGE BUILDERS COMMITTEE <br /> <br /> Mr. Caravati presented the City's Business Recognition Award to Mr. Richard <br />Nunley of Better Living, Inc. <br /> <br /> Mr. Caravati read a proclamation proclaiming May as Teen Pregnancy Prevention <br />Month. <br /> <br /> Mr. Caravati presented the proclamation proclaiming Water Conservation <br />Awareness Week to Mr. Brad Humphrey of Public Works. Mr. Humphrey introduced <br />Ms. Hunter Graves, the winner of the Water Conservation Slogan Contest at Buford <br />Middle School, and Mr. Caravati presented her with the award. Ms. Graves' slogan was <br />"Don't be a drip; save every drop." <br /> <br /> Ms. Jeanne Cox, Clerk of City Council, announced that the Bridge Builders <br />Committee will be unveiling the names of persons whose names will be placed on <br />plaques on the Drewary J. Brown Memorial Bridge at a ceremony on Tuesday, May 8th. <br /> <br /> Mr. Caravati acknowledged an award accepted by Ms. Richards presented to the <br />City by Charlottesville Transit Service, JAUNT and RideShare during "Give Air a Brake <br />Day." <br /> <br />PUBLIC <br /> <br /> Mr. Henry Weinschenk, 500 Ivy Farm Drive, part owner of two businesses in the <br />City and representing the North Charlottesville Business Council, said that the group <br />Worked to get greenspace at the Route 29/Hydraulic Road intersection. Mr. Weinschenk <br />presented a position paper by the BuSiness Council on the Southern Environmental Law <br />Center study of that intersection. Mr. Weinschenk said the Business Council has great <br />concerns about the study and feels that very little has changed fi:om the original VDOT <br />proposal, and feels that the proposal is not in keeping with the concept of Torti Gallas, <br />consultants for the City. Mr. Weinschenk requested that the Business Council be <br />included as a significant partner in any future discussion or decisions about the <br />intersection. <br /> <br /> Ms. Tabira Engelman, E. Jefferson Street, a small business person downtown, <br />said she thinks the parking fines for over time parking have increased too much, and as a <br />result people are parking illegally because the fines for that are less. ' <br /> <br />PUBLIC HEARING/ORDINANCE: AMENDING DOUGLAS AVENUE SALES <br />CONTRACT - <br /> <br /> Mr. Satyendra Huja, Director of Strategic Planning, explained that Council <br />approved the contract last year for sale of the Douglas Avenue/CSX property to Belmont <br />Commons, and they had 90 days to conduct a study which included an environmental <br />study and market research. The proposed developers concluded that the contract as <br />originally written is not feasible as the eastern portion of the property has environmental <br />concerns and requires remediation. Belmont Commons has proposed amendments, <br />including that the City participate in a Voluntary Remediation Program which may cost <br />approximately $185,000. Mr. Huja said that the developers have just today proposed that <br />they be able to acquire the three outlots in order to develop them early, and that a penalty <br />be charged to them if they do not purchase the remaining property. <br /> <br />The public hearing was opened. <br /> <br /> <br />
