Noes: None. <br />Absent for the vote: Mr. Caravati) for the purpose of discussing appointments to City <br />boards and commissions and the annual performance evaluation of the Clerk of Council, <br />as authorized by Section 2.1-344(A)(1) and for consultation with legal counsel and staff <br />members pertaining to probable litigation, where such consultation in an open meeting <br />would adversely affect the negotiating posture of the public body; and in a separate <br />matter consultation with legal counsel regarding a specific matter requiring the provision <br />of legal advice, all as authorized by Section 2.1-344(A)(7). <br /> <br />AWARD S/RE CO GNITIONS <br /> <br /> Mr. Caravati recOgnized memberS of the Police Department, Fire Department and <br />Rescue Squad for their extraordinary efforts regarding the double murder at the coal <br />tower. <br /> <br />PUBLIC <br /> <br />Ms. Amy Garvey, 112 Harmon Street, supported the community bike prograrr~ <br /> <br />PUBLIC HEARING: COMMUNITY DEVELOPMENT BLOCK GRANT AND <br />HOUSING OPPORTUNITIES MADE EQUAL FUNDING FOR FY 2002-2003 <br /> <br /> Ms. Missy Creasy, Planner in Neighborhood Development Services, explained <br />that this initial public hearing is being held to receive early input into the CDBG and <br />HOME Programs for FY 2002-2003 and to receive guidance l~om Council. Ms. Creasy <br />said that staff recommend that $200,000 be allocated to the Rose Hill neighborhood <br />which has been designated as the target neighborhood, 12% of the CDBG entitlement be <br />allocated to administration and planning, and up to 15% be allocated for social programs. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> Ms. Richards asked if adequate publicity had been provided as no one spoke at <br />the public hearing. <br /> <br /> Mr. Lynch said that he does not think Council's priorities ofhomeowxtership, <br />homeownership rehabilitation, and workforce training have changed since last year. <br /> <br /> Mr. Cox noted that two alternative schools are now located in the Rose Hill <br />neighborhood, and he feels it would be appropriate for 15% ofthe CDBG funds to go for <br />job training and to use those institutions as a resource. <br /> <br /> Ms. Richards asked if the CDBG Task Force is in a position to solicit or create <br />programs, and Ms. Creasy said they do have that ability and can ask agencies to apply for <br />funds. <br /> <br /> Mr. Toscano made a motion to approve staffs recommendation of $200,000 for <br />the Rose Hill neighborhood, 12% for administration and planning, and up to 15% for <br /> <br /> <br />
