Noes: None) to meet in <br />closed session for the annual performance evaluation of the City Manager as authorized <br />by Section 2.1-3711(A) of the Virginia Code. <br /> <br />COUNC~ CHAMBER - November 19, 2001 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards. Mr. Toscano. <br /> <br />AWARDS/RECOGNITIONS: CHARLOTTESVILLE HIGH SCHOOL ORCHESTRA <br />QUARTET; 20TM ANNIVERSARY OF CITY MANAGER <br /> <br /> Mr. Caravati recognized members of the Charlottesville High School Orchestra <br />Quartet who performed prior to the start of the meeting, and recognized the <br />accomplishments of the Orchestra. <br /> <br /> Mr. Caravati recognized Mr. O'Cormell on the 20th anniversary of his employment <br />with the City. <br /> <br />PUBLIC <br /> <br /> Ms. Joan Fenton, 105 2nd Street, S.E., Chair of the Downtown Business <br />Association, heartily supported extended the outdoor caf6 permits until the end of the <br />year, and said she hopes they will be made year-round. <br /> <br />PUBLIC HEARING: JEFFERSON SCHOOL - FUTURE USE <br /> <br /> Mr. O'Connell said the purpose of the public hearing is to start a public debate <br />and discussion about the future use of Jefferson School. The building is now primarily <br />used as a pre-school, with other school uses and a recreation center. Mr. O'Connell said <br />that a series of community meetings have been held on the future use of the building, <br />with many saying that it serves as an anchor for the community. Mr. O'Connell said that <br />multiple uses have been discussed, and there is clearly a variety of opinions, including <br />using it as a cultural center or mixed use development. Staff was asked to explore <br />redevelopment opporttmities for the building. While a pre-school facility may be <br />preferred at the site, it may cost $5 million or more. Mr. O'Connell explained that the site <br />was looked at in four parts: the original building which could be preserved and renovated <br />and possibly used as a community cultural center, or museum of African-American <br />culture. This would preclude using this portion of the building for the pre-school. It is <br />suggested that the City retain ownership of this portion of the site. Section 2 could be <br />mixed use with residential units. Section 3, the Carver Recreation Center, could be <br />preserved or replaced on site. Section 4, the remaining undeveloped portion of the site, <br />could be used for residential or a new pre-school if funds are available.
