246 <br /> <br />COUNCIL CHAMBER - January 22, 2002 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br />PUBLIC HEARING/RESOLUTION: AUTHORIZING TEA-21 GRANT <br />APPLICATION FOR PHASE I OF JEFFERSON PARK AVENUE STREETSCAPE <br />IMPROVEMENTS <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, explained that <br />the public hearing is being held concerning the joint application with the University for <br />$648,000 in TEA-21 grant funds for improvements to Jefferson Park Avenue, including <br />redoing the intersection at West Main Street, sidewalks, bike lanes, and streetscape <br />improvements. Mr. Tolbert said approval of the application does not commit the City to <br />participating in future phases of the project. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Stephen Bach, 1208 Merriwether Street, endorsed the application for <br />streetscape improvements on Jefferson Park Avenue, and said he hopes Council will act <br />favorably on the resolution. <br /> <br /> Mr. Chris Gensic, a member of the Jefferson Area Biking and Walking <br />Committee, supported the application for TEA-21 grants funds for the Jefferson Park <br />Avenue project. <br /> <br />As there were no further speakers, the public hearing was closed. <br /> <br /> Mr. Cox asked why the application was not successful last year, and Mr. Tolbert <br />said it was submitted along with and was in competition with an application for the <br />continuation of the Court Square project. Mr. Tolbert said that the work the University of <br />Virginia is doing in the area will strengthen the application and there is no competing <br />project this year. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Lynch, the resolution authorizing <br />the TEA-21 grant application for Phase I of Jefferson Park Avenue streetscape <br />improvements was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Toscano. Noes: None. <br /> <br /> WHEREAS, under the Transportation Enhancement Act (TEA-21) certain <br />funds are made available for enhancement projects; and <br /> <br /> WHEREAS, the project presented is implementation of a study previously <br />funded and completed by the University of Virginia, the Health Sciences Center, and the <br />City of Charlottesville, to improve pedestrian, bicycle, and vehicular safety and <br />circulation on Jefferson Park Avenue, between West Main Street and Emmet Street; and <br /> <br /> WHEREAS, the project is in accordance with the Comprehensive Plan of the <br />City of Charlottesville and the Master Plan of the University of Virginia, and will be <br />implemented by both parties; and <br /> <br /> WHEREAS, the project is deemed meritorious and of benefit to the <br />community and the State; and <br /> <br /> WHEREAS, in accordance with Commonwealth Transportation Board <br />construction allocation procedures, it is necessary that a request by resolution be received <br />from the local government in order that the Virginia Department of Transportation <br />program an enhancement project in the City of Charlottesville, Virginia; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the City <br />of Charlottesville, Virginia, requests the Commonwealth Transportation Board to <br /> <br /> <br />
