283 <br /> <br /> Ms. Richards said Council could talk about fee increases to sustain the agencies <br />being cut. <br /> <br /> Mr. O'Connell said that the Schools have indicated that they are okay with the <br />State budget impacts. <br /> <br /> Mr. Toscano asked what the implications are for reductions in the constitutional <br />offices, and Ms. Peacock said it is not yet known. <br /> <br /> Mr. Toscano said that he feels that the help provided for State taxes in the <br />Commissioner of Revenue's office could be eliminated if necessary and Ms. Richards <br />agreed. <br /> <br /> Mr. Toscano said that Council is going to have to set priorities and cannot just <br />respond to the "squeaky wheels." <br /> <br /> Regarding agencies, Mr. Toscano said that Council may need to freeze some <br />agency programs to offset the need to put money into other agencies that are being cut by <br />the state. <br /> <br /> Mr. Cox asked why some agencies are recommended for level funding and others <br />to receive increases. <br /> <br /> Ms. Peacock said that outcome measurements were used by the review <br />committee, but City and County staff, not the committee, recommended increases in line <br />With other City increases. Ms. Peacock said new funding is recommended for the <br />Abundant Life Ministries but none is recommended for the Boys and Girls Club because <br />they never implemented their program. <br /> <br /> Mr. Cox recommended that Abundant Life Ministries partner with City Schools, <br />and asked how their success will be monitored. <br /> <br /> Ms. Peacock said that partnering with the Schools could be added as a condition <br />of funding Abundant Life Ministries. <br /> <br /> Mr. Toscano asked if CDBG fund could be used for the Drug Court for a short <br />period of time to sustain them during the State budget cuts, noting that this would be <br />preferable to funding something new. <br /> <br /> Mr. Cox asked if there is evidence that the Abundant Life Ministries program <br />works, and if not, he has concerns about funding another new program. <br /> <br /> Mr. Toscano said that Council could say that given the State budget no new <br />programs will be funded and no new funding w~ be provided for festivals. <br /> <br /> Ms. Peacock said that funding for MACAA was recommended to be held to the <br />current level and not released until a new plan is developed for programs because their <br />application was weak and they were not able to document outcomes. Ms. Peacock noted <br />that MACAA has a new director. <br /> <br /> Ms. Peacock said the increase recommended for AHIP is provided subject to <br />review. <br /> <br /> Mr. Cox asked for information about what Piedmont Housing Alliance has done <br />this year regarding number of people in homes and number of homes done. <br /> <br /> Responding to a questiOn from Mr. Cox, Ms. Peacock said the additional funding <br />for Piedmont Virginia Community College that was provided last year was sunsetted <br />because it was felt it was the State's responsibility to fund that portion. <br /> <br /> Mr. Toscano asked if the amount budgeted for the jail could be reduced, and if so, <br />what would be the implication. <br /> <br /> <br />
