31 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, May 6, 2002 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Closed session as provided by Section 2.2-341 I(A) oft he Virginia Code <br />(Second Floor Conference Room) <br /> <br />SECOND FLOOR CONFERENCE ROOM - May 6, 2002 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Cox, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Richards, Mr. Toscano. Noes: None. Absent for the vote: Mr. <br />Lynch) to meet in closed session for discussion and consideration of prospective <br />candidates for appointment to City boards and commission as authorized by Section 2.2- <br />3711 (A)(1) of the Virginia Code; to obtain legal advice through consultation with legal <br />counsel regarding the City's authority over specific proposed land use developments, as <br />authorized by Section 2.2-371 l(A)(7) of the Virginia Code; and for discussion or <br />consideration of whether the City should dispose of publicly held real property in the <br />Preston Avenue area for development, where discussion in an open meeting would <br />adversely affect the bargaining position or negotiating strategy of the City. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Lynch, Council certified (Ayes: Mr. <br />aravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.) that, to the <br />est of each Council Member's knowledge, only public business matters lawfully <br />exempted ~om the open meeting requirements of the Virginia Freedom of Information <br />Act and identified in the motion convening the closed session were heard, discussed or <br />considered in the closed session. <br /> <br />COUNCIL CHAMBER - May 6, 2002 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br />AWARDS/RECOGNITIONS: PEOPLESPACE, INC; TEEN PREGNANCY <br />PREVENTION PROCLAMATION WATER CONSERVATION AWARENESS WEEK <br /> <br /> Mr. Caravati announced the City's Business Recognition Award for PeopleSpace, <br />Inc. <br /> <br /> Mr. Caravati presented the Teen Pregnancy Prevention Proclamation to Ms. Laurie <br />McDade. <br /> <br /> Mr. Caravati presented the Water Conservation Week Awareness proclamation to <br />Mr. Brad Humphreys. <br /> <br />PUBLIC <br /> <br /> Mr. Ben Bates, 106 Cameron Lane, a member of the Lewis Mountain <br />Neighborhood Association, thanked Councilors for their assistance with the battle with <br />the University of Virginia over the proposed parking garage. Mr. Bates requested the <br />City's assistance in opposing the garage. He said there are serious traffic and safety <br />issues and he feels the garage violates the Three Party Agreement. Mr. Bates asked <br />Council to take the position that the Three-Party Agreement applies and back it up in <br />court if necessary. Mr. Bates also asked the City to conduct an independent traffic study. <br /> <br />Mr. Caravati said Council will continue to pursue the issue with the University. <br /> <br /> <br />
