38 <br /> <br />considered in the closed session. <br /> <br />COHCIL CHAMBER ' May 20, 2002 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Cox, Mr. Caravati, Mr. Lynch, Ms. Richards, Mr. Toscano. <br /> <br />AWARDS/RECOGNITIONS: POLICE DEPARTMENT CERTIFICATE OF <br />APPRECIATION; EMS PERSONNEL WEEK PROCLAMATION <br /> <br /> Police Chief Timothy Longo presented the Police Department Certificate of <br />Appreciation to Ms. Amanda Nichols Washington. <br /> <br />Mr. Caravati presented the EMS Personnel Week Proclamation. <br /> <br />PUBLIC <br /> <br /> Ms. Elizabeth Fortune, 1314 Kenwood Lane, representing the Opportunity Shop at <br />317 E. Main St., requested that non-pro~ organizations be exempt or excluded from the <br />proposed downtown service district. <br /> <br /> Mr. James Willingham, 925 Anderson Street, expressed concern that the City's <br />building inspector came onto his property and took pictures without notice, which he <br />feels constitutes an unreasonable search. Mr. Willingham said that the trash pickup that <br />was scheduled had been delayed. He said he is just asking that the inspectors be <br />reasonable and knock on the door before doing their inspectiom <br /> <br /> Ms. Joan Fenton, 105 3ra Street, S.E., urged Council to hold a public hearing to <br />discuss the court proposals. Ms. Fenton said that participants in the process had <br />previously wanted a parking facility on Market Street and preservation of the old jail. <br />Ms. Fenton also urged Council to issue an RFP to choose an architect to design the court <br />renovation. <br /> <br /> Mr. Kenneth Jackson, 712 Ridge Street, thanked Mr. Cox for his help in "Cutting <br />for the Community," a program that assists elderly residents in cutting their lams. Mr. <br />Jackson said Council should set priorities and should put off traffic calming and <br />extension of the downtown mall because more police officers are needed and more funds <br />are needs for the schools. Mr. Jackson said that the low voter turnout in the recent <br />Council election showed that the date for the election should be changed to November. <br />Mr, Jackson said changes are needed in the education system and Council should look at <br />this when they make appointments to the School Board. Mr. Jackson said renovation of <br />the Greyhound Bus Station is not a high priority. <br /> <br /> Mr. David Repass, 227 E. Jefferson Street, pleaded with Council not to build the <br />transfer station and extension of the downtown mall as currently envisioned, including <br />another crossing of the mall. He said that noise from the buses will affect the <br />amphitheater and additional security will be needed because the transfer center will be in <br />an isolated place. Mr. Repass said transportation money should not be diverted to extend <br />the mall. <br /> <br /> Mr. Waldo Jaquith, 511 North l~t Street, said he thinks it is time to move the <br />Council elections to November because of the extremely low voter turnout. Mr. Jaquith <br />said the date should be moVed to one that people associate more with voting, and said he <br />thinks the benefits outweigh the downsides. <br /> <br /> Mr, Cox, responding to comments made about the Greyhound Bus Station <br />renovations, said that the City was awarded a grant to renovate the building to make it <br />ADA compliant, improve restrooms, and improve customer service. Mr, Cox said that <br />these funds can only be used for this purpose and not for other City needs. <br /> <br /> <br />
