48 <br /> <br />AWARDS/RECOGNITIONS: BUSINESS RECOGNITION AWARD <br /> <br /> Mr. Caravati presented the City's Business Recognition Award to Mr. Jack Smith of <br />PeopleSpace, Inc. <br /> <br />PUBLIC <br /> <br /> Mr. David Wyatt, 115 Rothery Rd., said that a petition is being signed in opposition <br />to the University's proposed parking garage. Mr. Wyatt said that the University has <br />presented it's ten-year expansion plan, all of which will involve cooperation of the City. <br />Mr. Wyatt suggested that Council remind the University that they will need the City's <br />help with these plans, such as roads, etc. <br /> <br /> Ms. Maxine Holland, an Albemarle County resident, desCribed the Juneteenth <br />Celebration, the oldest known celebration marking the end of slavery, on June 15th at <br />Piedmom Virginia Community College. Ms. Holland said this celebration will provide <br />an opportunity to learn about African-American experiences from pre-slave times on. <br /> <br />PUBLIC HEARING/ORDINANCE: CHARLOTTESVILLE CONTEMPORARY <br />ARTS EASEMENT <br /> <br /> Mr. Craig Brown, City Attorney, said that Live Arts has requested an easement for <br />underground footers for their new building on Water and Second Street. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Gait Pratt, representing Live Arts, asked that Council support the easement <br />request. <br /> <br />As there were no further speakers, the public hearing was closed. <br /> <br />Mr. Cox asked if there are any coordinated plans to extend the mall in that area. <br /> <br /> Mr. Pratt said he does not believe the City intends to extend the brick at this point, <br />and the street will be returned to its original condition. <br /> <br /> Mr. Toscano said this easement will not compromise the City's ability to extend the <br />mall in the furore. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, the ordinance entitled "AN <br />ORDINANCE AUTHORIZING THE CONVEYANCE OF AN EASEMENT TO <br />CHARLOTTESVILLE CONTEMPORARY ARTS, INC. ACROSS PUBLIC RIGHT- <br />OF-WAY ON EAST WATER STREET AND 2~D STREET, S.E." was offered and <br />carried over to the next meeting for consideration. <br /> <br />PUBLIC HEARING: COURT STUDY RECOMMENDATIONS <br /> <br /> Mr. O'Connell said that the court facilities have been under discussion for at least <br />four years. <br /> <br /> Mr. Bill Letteri, Facilities Manager for the City, explained that a negotiating <br />committee was formed to identify the first phase of renovations to the courts to he <br />consistent with the court study committee recommendations, to be affordable by the City <br />and County, and meet the immediate and long-term needs of the Juvenile Court. The <br />recommendation is to add 15,000 square feet to the Juvenile Court, to restore it to its <br />original portico design, and to add a two tier parking garage. The total budget for the <br />project is estimated to be $9,638,000, with the City contributing 45% and the County <br />contributing 55%. <br /> <br />The public hearing was opened. <br /> <br />Ms. Alice Waddy, Juvenile Court staff, spoke in support of starting the renovations. <br /> <br /> <br />
