CONDVER MOV,~.D THAT MC.. MCCRAY'S REQUESTS BE GRANTED WITH THE <br /> <br />STIPULATION THAT HE MEET THE INSURANCE REQUIREMENTS. MR. ALBRD <br /> <br />SECONDED THE MOTION AND IT WAS UNANIMOUSLY APPROVED. <br /> <br /> MR. CONOVER REQUESTED A REPORT ON THE CITY'S AFFIRMATIVE ACTION <br />POLICY. HE STATED THAT THE CITY'S PRESENT POLICY HAS LED TO IMPROVE- <br />MENTS OVER THE PAST FIFTEEN YEARS, BUT THAT HE FEARS IT MAY BECOME A <br />PART OF THE RUN OF THE MILL BUREAUCRACY. MR. CONDVER LISTED A NUMBER <br />OF QUESTIONS, ASKING THAT THE COUNCIL AND THE PUBLIC BE INFORMED WITH <br />THE ANSWERS. MR. CONOVER RAISED THE FOLLOWING QUESTIONS.' l) WHAT <br />IS OUR CURRENT POLICY? HOW LONG HAS IT BEEN IN EFFECT AND UNCHANGED? <br />~-',~HERE IS THE POLICY? TS IT ADMINISTRATIVE OR IS IT PART DF THE CITY <br />CODE? HOW DOES THE LANGUAGE DF OUR POLICY COMPARE WITH OTHER CITIES <br />AND OTHER EMPLOYERS PUBLIC AND 'PRIVATE? 2) WHAT IS THE CURRENT LEVEL <br />OF BLACK EMPLOYMENT WITH THE CITY? (BY PERCENTAGES AND BY ABSOLUTE <br />NUMBERS) · HOW DOES THIS COMPARE WITH FIVE AND TEN YEARS AGO? 5) HOW <br />MANY JOBS HAVE BEEN FILLED IN THE CITY IN THE LAST TWO YEARS? (BREAKING <br />THIS DOWN IN A MEANINGFUL MANNER, E.G., HOW MANY ABOVE GRADE 13?) HOW <br />MANY OF THESE JOBS WERE FILLED BY I,~JHITES?~ BY BLACKS? (NOT INCLUDING <br />THE NON-EXISTANT CETA JOBS). 4) ~*~HO IS RESPONSIBLE FOR AFFIRMATIVE <br />ACTION PROGRAM WORK IN CONSIDERING PROMOTIONS THROUGHOUT THE CITY, <br />ESPECIALLY IN THE POLICE AND FIRE DEPARTMENTS? ARE THERE PROMOTION BOARDS <br />IN THE DEPARTMENTS? 5) ~HO IS RESPONSIBLE FOR OVERSEEING THE AFFIRMA- <br />TIVE ACTION PROGRAM? TS TH~,RE A PERIODIC REVIEW OF THE PROGRAM? HOW IS IT DETERMINED WHO WILL BE LA~.D OFF? WHO <br />REVIEWS LAY OFFS AS THEY RELATE TO AFFIRAMTIVE ACTION. 8) DOES THE CITY <br />HAVE A NEPOTTSM POLICY? WHAT IS IT? HOW DOES THIS COMPARE WITH OTHER <br />CITIES OF OUR SIZE? HOW MANY CLOSELY RELATED PEOPLE WORK FOR THE CTTY <br />CURRENTLY? <br /> <br /> MR. CONOVER INDICATED THAT HE REALIZED THE LIST OF QUESTIONS IS LENGTHY, BUT HE <br /> BELIEVES THE PROGRAM IS FIRMLY BELIEVED IN AND IT IS WELL WORTH TAKING <br /> A LOOK AT PERIODICALLY. <br /> <br /> DR. HALL COMMENTED THAT MR. CONOVER HAD WELL COVERED MANY QUESTIONS <br /> IN HIS MIND AND ALSO QUESTIONS POSED BY CI.TIZENS. HE STATED THAT HE <br /> WOULD BE INTERESTED IN THE REPORT. <br /> <br /> MR. HENDRIX STATED HE HAD RECENTLY LEARNED FROM THE VA DEPARTMENT OF <br /> HIGHWAYS AND TRANSPORTATION THAT SINCE THE CITY AND THE URBAN PART OF <br /> THE COUNTY HAVE BEEN CLASSIFIED AS AN SMSA (STANDARD METROPOLITAN <br /> STATISTICAL AREA), A METROPOLITAN PLANNING ORGANIZATION MUST BE FORMED. <br /> MR. HENDRIX RECOMMENDED THAT SUCH A GROUP BE FORMED, AS IT IS NECESSARY <br /> IN ORDER TO RECEIVE FEDERAL FUNDS FOR HIGHWAYS AND TRANSIT. THE SAME <br /> PROPORSITION WILL BE TAKEN TO THE COUNTY BOARD DF SUPERVISORS BY MR. <br /> GUY AGNPR. <br /> <br /> MR.
