NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, July 7, 2003 AT 6:00 p.m. IN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - July 7, 2003 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> On motion by Mr. Schilling, seconded by Mr. Caravati, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Ms. Richards, Mr. Schilling. Noes: None. Absent for the vote: Mr. <br />Lynch) to meet in closed session for discussion and consideration of appointments of <br />pros pective candidates to City boards and commissions, and appointment of a City <br />Assessor, as authorized by Section 2.2 - 3711(A)(1) of the Virginia Code; and discussion <br />or consideration of the acquisition of real property on Avon Street for a public purpose, <br />wh ere discussion in an open meeting would adversely affect the bargaining position or <br />negotiating strategy of the City, as authorized by Section 2.2 - 3711(A)(3) of the Virginia <br />Code. <br /> <br /> On motion by Mr. Schilling, seconded by Mr. Lynch, Council certified by th e <br />following vote (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Fre edom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER - July 7, 2003 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />PUBLIC <br /> <br /> Ms. Sarah Terrell, 703 Charlton Avenue, expressed concern about dog runs <br />operated by a dog day care center which is used by 30 - 40 dogs a day and has no special <br />use permit. Ms. Terr ell said the smell and drainage problems are having a negative <br />impact on her home, and she asked Council for help in dealing with the matter. <br /> <br /> Mr. Robert Myers, 1905 Bollingwood Road, said his mother lives in the City and <br />he was pleased to see the income limits increased for real estate relief. He said other <br />localities throughout Virginia have asked for state legislation to increase the limits <br />further, and said that Delegate Mitchell Van Yahres expressed interest in submitting <br />similar legislation if reque sted by Council. <br /> <br /> Mr. Hugh Spencer, 1627 Oxford Road, said he lives with his mother and feels the <br />increase in real estate taxes is out of line with the cost of living, hurts the elderly who are <br />on fixed incomes, and is forcing people out of their homes. <br /> <br /> Mr. Lloyd Snook, 2408 Hillwood Place, said that the Charlottesville Democratic <br />Committee voted unanimously in support of a resolution in opposition to the USA Patriot <br />Act. He said a review of events before and after the terrorists attacks on September 11 th <br />show that the attacks would not have been prevented as a result of the Patriot Act. Mr. <br />Snook requested that Council adopt a similar resolution and direct staff to think carefully <br />before taking any action in support of the Patriot Act. <br /> <br />
