Barbour (si.gn~d) <br /> President <br /> <br /> The Council met in special session on this date with <br /> <br />the following members present: Mr. Barbour, Mr. Fife, <br /> <br />Mr. Gilliam, Mrs. Rinehart and Mr. Van Yahres. Absent: None. <br /> <br /> A public hearing was held on this date on a proposed <br />noise ordinance. A number of people addressed the Council in <br />favor of the proposed ordinance and Mr. Lucius Bracey <br />suggested that public notice be given when applications are <br />made for variances to the ordinance. Mr. Jim Tyrone <br />representing the Student Council at the University spoke in <br />opposition to the proposed ordinance. There was a lengthy <br />discussion of the pros and cons of such an ordinance, however, <br />no action was taken. <br /> <br /> The City Manager advised the Council that the slopes <br /> <br />of the Old Avon Street Landfill along Moores Creek are <br />very difficult to maintain in a condition that will not <br />erode into the stream. He stated that one section of the <br />slope has many white goods exposed to view from the Willoughby <br />tract and can no longer be covered with dirt that will <br />not wash into the stream. He stated that the County <br />Zoning Administrator has asked that these items be removed <br />to allow an earth cover that can be stablised. He stated <br />that the City .does not have the equipment to do this <br />work, which is very dangerous, and should be done by <br />a contractor experienced in such work. He stated that we <br />have a contractor who will do the work for approximately <br />$10,000 and requested an appropriation in this amount. On <br />motion by Mrs. Rinehart, seconded by Mr. Gilliam the following <br />resolution was offered and carried over to the next meeting <br />for consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville that $10,000 be and the same is hereby <br />appropriated from the General Fund for work at the Old <br />Avon Street Landfill. <br /> <br /> A communication was presented from Mr. James R.
