Regular meeting <br /> <br />Approval of minutes <br /> <br />Presentation re: <br />Industrial Development <br />Commission <br /> <br />Appropriation - <br />$1,000 - Monticello <br />Guard <br /> <br />Appropriation re: <br />$29,245 - Joint <br />Security Complex <br /> <br /> COUNCIL CHAJ~BER - }~ON, DAY'i, FEBRUARY 7~, 1977 <br /> <br /> The Council met in regular session on this date with the following <br /> members present: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood <br /> and Mrs. O'Brien. Absent: None. <br /> <br /> The minutes of the meetings of January 18th, 24th, 25th, and 31st, <br /> 1977, were approved as amended. <br /> <br /> Mr. Louis Scribner, Chairman of the Charlottesville-Albemarle <br /> Economic Development Commission, addressed the Council and presented <br /> an activities report of the commission for 1976. He reminded the <br /> Council that the report did not include reference to the time and <br /> effort the commission spent on the establishment of the Revenue Bond <br /> Authority. He also advised the Council that the commission voted <br /> to change its by-laws pertaining to the appointment of the members <br /> of the commission and recommended that the City Council and the <br /> Albemarle County Board of Supervisors approve the change, effective <br /> July 1, 1977. During the discussion that followed Mr. Scribner <br /> offered the services of the Economic Development Commission to assist <br /> with the leasing of the commercial space in the parking garage. On <br /> motion by Mr. Brunton, seconded by Mr. Barbour the amendment to the <br /> Commission's by-laws, was unanimously approved. A motion by Mr. <br /> <br /> Fife, seconded' by Mr. Barbour that the Economic Development Commission <br /> be requested to discuss with the Social Development Commission and <br /> the Planning Commission what the objectives of this community ought <br /> to be regarding Economic Development, was unanimously adopted. <br /> <br /> The resolution appropriating $1,000 as a donation to the Monticello <br /> Guard to assist in purchase of new uniforms, which was offered at <br /> the meeting of the Council on January 18, 1977, was adopted by the <br /> following recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife <br /> Mr. Gatewood and Mrs. O'Brien. Noes: None. <br /> <br /> Mr. Harvey Hague, Drum Major for the Monticello Guard Fife and <br /> Drum Corps addressed the Council and explained the need for new <br /> uniforms. He stated that the uniforms are at least 25 years old <br /> and some even older. He stated that the corps did most of its <br /> performing in the su~er and the present uniforms are wool and <br /> were designed for winter use. <br /> <br /> The resolution appropriating funds for the additional operating <br />expenses of the Joint Security Complex which was offered at the <br />meeting of the Council on January 18, 1977, was amended to reduce <br />the~.~amount and adopted by the following recorded vote. Ayes: Mr. <br />Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. <br />Noes: None. As follows: <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville <br />that there is hereby appropriated from the unappropriated balance <br />of the General Fund to expenditure account 01-1206 the sum of <br />$29,245.00, or as much thereof as may be necessary, for the <br />City's share of additional operating expenses in excess of revenues <br />for the Joint Security Complex in the current fiscal year- and <br /> <br /> BE IT FURTHER RESOLVED, that the Council hemeby approves <br />the revisions to the budget of the Joint Security Complex submitted <br />by the Regional Jail Board, which revisions shall be kept on file <br />with the minutes of this Council meeting. <br /> <br />289 <br /> <br /> <br />
