Absent: None. <br /> <br /> The minutes of the meeting of February 7, 1977 were approved as <br /> amended. <br /> <br /> A public hearing was held on this date on a proposed ordinance <br /> which would change the precinct boundary between the Central Fire <br /> Station Precinct and the Johnson Precinct. The City Manager advised <br /> the Council that the General Assembly has adopted a requirement that <br /> all localities in Virginia adjust the boundaries of their voting <br /> precincts to follow clearly defined physical boundaries such as <br /> roads, railroad~racks or major streams. He stated that if this is <br /> done census data will be broken down by precincts which will greatly <br /> reduce the difficulty encountered in obtaining accurane census figures <br /> for Congressional and Legislative redistricting which must take <br /> place after the 1980 census. He stated that an examination of tae <br /> present boundaries in Charlottesville indicates that only one minor <br /> boundary adjustment is necessary, between the Fire House and Johnson <br /> Precincts which follows an imaginary line for a brief distance from the <br /> southern end of Prospect Avenue east to 5th Street, S. W. No one <br /> spoke for or against the change. An ordinance entitled "AN ORDINANCE <br /> TO AMEND AND REORDAIN SECTION 8-2 OF THE CODE OF THE CITY OF <br /> CHARLOTTESVILLE, 1976, RELATING TO ELECTION DISTRICTS OR PRECINCTS <br /> <br /> IN ORDER TO PROVIDE FOR A CLARIFICATION AND REALIGNMENT OF THE BOUNDARIES <br /> BETWEEN THE CENTRAL FIRE STATION PRECINCT AND THE JOHNSON PRECINCT <br /> IN THE THIRD WARD," was offered by Mr. Barbour, seconded by Mr. Fife <br /> and carried over to the next meeting for consideration. <br /> <br /> Mr. Richard Jennings, Chairman of the City School Board, addressed <br /> the Council and presented the Proposed School Board Budget for fiscal <br /> year beginning July 1, 1977. <br /> <br /> On motion by Mr. Barbour, Lieut. Otis Haggard, Dr. Alan Wilcox <br /> <br /> and Mr. Benjamin S. Bates, Jr. were appointed to the Highway Safety <br /> Cg~mmission, by unanimous vote. <br /> <br /> On motion by Mr. Gatewood, Mr. Wendell Lewis and Ms. Margaret <br />Jefferson were appointed to the Jefferson Board for Aging, by <br />unanimous vote. <br /> <br /> On motion by Mr. Gatewood, Mr. Harvey Nichol, was appointed to <br /> <br /> the Advisory Council for Aging, by unanimous vote. <br /> <br /> On motion by Mrs. O'Brien, Mrs~ Virginia Schatz and Mr~James <br /> <br />Hicks were appointed to the Mutual Boundary Committee, by unanimous <br /> <br />vote. <br /> <br /> The Mayor announced that since a majority of the Council will <br /> <br />be out of town for the next regular meeting Council meeting March 7th <br />meeting would be changed to March 14th. <br /> <br /> <br />
