Absent: None. <br /> <br /> On motion by Mr. Barbour, seconded by Mr. Gatewood the minutes <br /> of the meeting of March 14, 1977 were approved as amended. <br /> <br /> The City Manager advised the Council that Mr. Ferguson <br /> <br />of the Chamber of Commerce had furnished a draft of a contract for <br />operation of the Convention Bureau which he had looked at and the <br />finished contract was supposed to have been delivered to the Council <br />this evening, but up to now t~e contract is not available. The <br />Mayor announced that since the Council has not had an opportunity <br />to examine the contract with the Chamber of Commerce for operation <br />of the Convention Center, action would be delayed until the contract <br />is available for inspection. <br /> <br /> On motion by Mr. Fife, Dr. geanne Biggar was reappointed to the <br />Jefferson Area Board for Aging, by unanimous vote. <br /> <br /> Mr. Wyatte Owens, President of the Charlottesville DogwoOd <br />Festival, addressed the Council and reviewed the proposed calendar <br />of events for the Dogwood Festival this year. He requested the <br />use of M¢Intire Park for the rides and fireworks, donation of one <br />trophy for the track meet and also an exemption from the license <br />tax ordinance on the rides. On motion by Mr. Barbour, seconded by <br />Mr. Fife the foregoing requests weme unanimously approved. <br /> <br /> Mr. Gene German, Director of Parks and Recreation, presented <br /> <br />a proposed site development plan for the Rann Preserve. He stated <br />that the City and County Parks and Recreation Departments have <br />worked together to prepare this plan and it is based upon a minimum <br />amounn of development and primarily intented to keep the property <br />in its natural state. He stated that in order to qualify for <br />Bureau of Outdoor Recreation funds there must be at least a <br />minimum amount of use and the departments feel that the submitted <br />plan provides adequate use, yet substantial preservation of the <br />property. He stated that the development costs are estimated at <br />$60,000 of which one-half will be paid by the County and one-half <br />by the City. On motion by Mr. Brunton, seconded by Mr. Gatewood <br />the development program as presented by Mr. German was approved. <br /> <br /> <br />
