Absent: None. <br /> <br /> On motion by Mr. Barbour, seconded by Mr. Brunton the minutes of the <br />meeting of July 18, 1977, were approved as corrected. <br /> <br /> On motion by Mr. Brunton, Mr. Rees ~rescoln, Mrs. Polly <br /> <br />Patterson and Mrs. Phyllis Feil were appointed to the Community <br />Attention Home Advisory Board, by unanimous vote. <br /> <br /> An ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION <br />30-16 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, <br />RELATING TO THE COMMUNITY ATTENTION HOME ADVISORY BOARD," was offered <br />by Mr. Brunton, seconded by Mr. Fife and carried over to the next <br />meeting for consideration. <br /> <br /> On motion by Mr. Fife, Mrs~ Virginia Schatz and Mr. James Hicks <br />were reappointed to the Planning Commission, by unanimous vote. <br /> <br /> On motion by Mr. Fife, Mr. Wallace Reed was appointed to the <br />Charlottesville-Albemarle Transportation Study Committee. <br /> <br /> On motion by Mr. Gatewood, Mr. Joseph Hylar was reappointed to <br /> <br />the Social Development Commission. <br /> <br /> On motion by Mrs. O'Brien, Mr. Carlton Pritchard was appointed to <br />the Monticello Area Community Action Agency Board. <br /> <br /> On motion by Mrs. O'Brien, the following were appointed to the <br /> <br />Tourism Committee: <br /> <br />Restaurant Association <br />Lodging Association <br />Gas Retailers <br />Neighborhood Association <br />Chamber of Commerce <br />Federal of Garden Clubs <br />Citizens for Albemarle <br />League of Women Voters <br />Albemarle Historic Society <br />Bicentennial Commission <br /> <br />Mary K. LeRoy Herndon <br />Bernard Caperton <br />Leigh Middleditch <br />Mrs. Robert Pence <br />Paul Stacey <br />Marion Rabionwitz <br />Ed McCue, III <br />Peggy Sydnor <br /> <br /> Dr. Vivian Gordon addressed the Council and advised that the <br /> Monticello Area Community Action Agency intends to appeal the decision <br /> of the Jefferson Area Board for Aging to accept the proposal of the <br /> Jefferson Area Senior Services. <br /> <br /> Mr. John Pezzoli addressed the Council and presented a report <br />entitled "NEEDS OF THE HANDICAPPED" prepared by the Handicapped Task <br />Force and the Department of Community Development. Most of the <br />members of the Task Force addressed the Council and presented'the <br />needs of his or her particular group,(such as blind, deaf and <br />physical handicapped). Rev. Warren Blankwell suggested that the <br />library purchase a movie projector for use with caption films for the <br />deaf. The Mayor was urged to appoint a committee for employment of <br />handicapped and the task force volunteered to assist in implementing the <br />recommendations of the report. A work session on this report was set <br />for August 29th at 7:30 p.m. <br /> <br /> Mr. Bob Stripling presented a staff report on the fuel cost <br /> <br />relief (copy of which is on file with minutes of this meeting). The <br />report recommended that the City continue the current utility collection <br />policy which includes disconnection of city Utility customers for <br />non-payment, request MACAA to administrate city wide utility relief <br /> <br /> <br />
