NOBLE TRtBBLE~ PASTOR OF FIRST CHRISTIAN CHURCH, GAVE THE INVOCATION. <br /> THE MINUTES OF THE MEETING OF FEBRUARY 1~ 1971 WERE READ AND APPROVED. <br /> SEVERAL PEOPLE ADDRESSED THE COUNCIL IN OPPOSITION TO THE WIDENING OF PRESTON <br /> AVENUE~ AND A COMMUNICATION WAS PRESENTED FROM THE CHAMBER OF COMMERCE SUPPORTING THE <br /> PROJECT. <br /> <br /> REQUESTS FOR REZONING AT AMHERST STREET AND CABELL AVENUE, AND ON THE NORTH SIDE <br /> <br />OF CHERRY AVENUE AT 7~ STREET WERE REFERRED TO THE PLANNING COMMISSION FOR RECOMMENDATION. <br /> <br /> A REQUEST WAS PRESENTED FROM DOWNTOWN CHARLOTTESVILLE~ INC. TO CLOSE HAIN STREET <br /> <br />TO VEHICULAR TRAFFIC ON APRIL 13, 1971 FROM 9:00 A. M. TO 5:00 P. M. ON MOTION BY MR. <br />DAVIS, SECONDED BY MR. BARBOUR~ THE CITY MANAGER WAS REQUESTED TO COOPERATE FULLY WiTH <br />THE DOWNTOWN MERCHANTS IN THIS PROJECT. <br /> <br /> THE CITY HANAGER REPORTED THAT IN VIEW OF THE ADVICE RECEIVED THE PRESENT SEEMS TO <br />BE THE BEST TIME TO OFFER OUR HIGH SCHOOL BOND ISSUE FOR SALE. HE RECOMMENDED THAT THE <br />BONDS BE OFFERED FOR SALE AND BIDS OPENED ON MARCH 9, 1971, THE COUNCIL CONCURRED IN <br />THIS RECOMMENDATION. <br /> <br /> THE ANNUAL REPORT OF THE TREASURER OF THE RETIREMENT FUND COMMISSION WAS PRESENTED, <br />AND ORDERED FILED WITH THE MINUTES OF THIS MEETING. <br /> <br /> AN ORDINANCE ENTITLED "AN ORDINANCE AMENDING AND REENACTING SECTION 11.1-t5 OF THE <br /> <br />CODE OF THE CITY OF CHARLOTTESVILLE, 1965, ENTITLED '~VEHICLES - MOTOR DRIVEN" "WAS <br /> <br />OFFERED BY MR. WRIGHT, SECONDED BY MR. FIFE~ AND CARRIED OVER TO THE NE~T MEETING. <br /> <br /> AN 0~DINANCE ENTITLED "AN ORDINANCE AMENDING AND REENACTING SECTION 8-2 OF THE <br /> <br />CODE OF THE CITY OF CHARLOTTESVILLE, 1965, RELATED TO THE PLANNING COHMISSION", WH~CH <br /> <br />WAS OFFERED AT THE MEETING OF THE COUNCIL ON FEBRUARY 1, 1971, WAS ADOPTED BY THE <br />FOLLOWING RECORDED VOTE. FIFE~ THE FOLLOWING RESOLUTION WAS <br /> <br />OFFERED AND CARRIED OVER TO THE NEXT MEETING FOR CONSIDERATION: <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br /> <br /> THAT ~245,189.00 BE AND THE SAME IS HEREBY APPROPRIATED TO SUPPLEMENT <br /> <br /> THE 1970-71 WELFARE ~UDGET. <br /> <br /> ON MOTION BY MR. WRIGHT, SECONDED BY MR. DAVIS, THE FOLLOWING RESOLUTION WAS <br />UNANIMOUSLY ADOPTED: <br /> <br /> WHEREAS, THE GOVERNMENT OF NORTH VIETNAM HAS HERETOFORE ACCEDED <br />TO THE GENEVA CONVENTION WITH RESPECT TO THE TREATMENT TO BE ACCORDED TO <br />PRISONERS OF WAR; AND <br /> <br /> WHEREAS, THE AFORESAID GOVERNMENT HAS PERSISTED IN REFUSING TO <br />ABIDE BY THE CONVENTION TO WHICH IT IS SIGNATORY, BY REFUSING TO IDENTIFY <br />ALL PRISONERS HELD BY IT, BY FAILING TO PROVIDE INFORMATION ON THE HEALTH <br />AND WELFARE OF SUCH PRISONERS, BY REFUSING THE INTERNATIONAL RED CROSS THE <br />RIGHT OF INSPECTION AND BY REFUSING MAIL EXCHANGE; AND <br /> <br /> WHEREAS, THE PLIGHT OF PRISONERS AND THEIR FAMILIES IS A MATTER <br />OF DEEP CONCERN, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY 'OF <br />CHARLOTTESVILLE THAT IT HEARTILY ENDORSES THE VARIOUS EFFORTS TO ENCOURAGE <br />ALL CONCERNED CITIZENS TO EXPRESS THEIR PROTEST OF THIS INHUMANE VIOLATION <br />OF THE TREATY OBLIGATIONS OF THE GOVERNMENT OF NORTH VIETNAM BY WRI~ING <br />LETTERS EXPRESSING THEIR CONCERN, AND <br /> <br /> BE IT FURTHER RESOLVED THAT THE COUNCIL HEREBY URGES ALL <br />CITIZENS TO ASSIST IN THIS EFFORT SO DESERVING OF UNANIMOUS SUPPORT. <br /> <br /> THE RESOLUTION APPROPRIATING ~21~000.00 FOR PROPERTY ON PAGE STREET, WHICH WAS <br />OFFERED AT THE MEETING OF THE COUNCIL ON FEBRUARY 1, 1971, WAS ADOPTED BY THE FOLLOWING <br /> <br /> <br />
