BARBOUR, ~R. GILLIAM, MRS. RINEHART AND MR. VAN YAHRES. ABSENT: ~. FIFE <br /> THE MINUTES OF THE MEETING OF MARCH 11, 1974 WERE APPROVED AS PRESENTED. <br /> <br /> A PUBLIC HEARING WAS HELD ON THIS DATE ON A PROPOSED NOISE ORDINANCE, A NUMBER OF <br /> PEOPLE ADDRESSED THE COUNCIL IN FAVOR OF THE ORDINANCE. DURING THE HEARING SEVERAL PEOPLE <br /> SUGGESTED THAT A COMMITTEE BE APPOINTED TO WORK WITH THE COUNCIL AND CITY ATTORNEY IN <br /> DRAFTING SUCH AN ORDINANCE, HOWEVER, NO ACTION WAS TAKEN. <br /> <br /> MR. CLYDE GOULDMAN, ADDRESSED THE COUNCIL AND PRESENTED AN AMEba)ED APPLICATION <br /> PURSUANT TO SECTION I4A OF THE CITY CHARTER FOR APPROVAL OF SIX SITES FOR THE <br /> CONSTRUCTION OF LOW-RENT HOUSING. ON MOTION BY MRS. RINEHART, SECONDED BY MR. GILLIAM <br /> A PUBLIC HEARING WAS SET FOR APRIL 29, 1974 TO CONSIDER THIS APPLICATION. <br /> <br /> MR. ALVIN CLEMENTS, ADDRESSED THE COUNCIL AND RELATED THE ACTIVITIES OF THE MALL <br /> PROJECT TO DATE, HE REQUESTED THAT THE CENTRAL CITY COMMISSION BE AUTHORIZED TO HAVE <br /> FINAL PLANS PREPARED AND HAVE HALPRIN AND ASSOCIATES PROCEED WITH PRELIMINARY PLANS <br /> FOR THE THREE PLAZA AREAS. THE CITY MANAGER RECOMMENDED THAT COUNCIL NOT AUTHORIZED <br /> BIDS BE TAKEN NOR CONSTRUCTION BEGUN UNTIL~ <br /> <br /> 1. A SATISFACTORY INTERIM PARKING PLAN HAS BEEN APPROVED BY THE CITY COUNCIL, <br /> 2. A SATISFACTORY CONTRUCTION SCHEDULE HAS BEEN PRESENTED TO PRESERVE THE <br /> NOVEMBER 15TH - DECEMBER 25TH TIME FOR INTENSIVE CHRISTMAS SHOPPING. <br /> A SATISFACTORY TRAFFIC PROGRAM IS PRESENTED FOR APPROVAL BY THE CITY COUNCIL. <br /> 4. MOST ALL ACCESS AND DELIVERY PROBLEMS HAVE BEEN RESOLVED. <br /> 5. PROPERTY OWNERS DOWNTOWN HAVE BEEN INDIVIDUALLY APPRISED OF THEIR ESTIMATED <br /> ASSESSMENT OF EACH OF THE FIVE YEARS WHICH ASSESSMENTS WILL BE MADE TO <br /> RAISE THE $500,000 WHICH REPRESENTS THE MERCHANTS' CONTRIBUTION TO THE <br /> COST OF THE PROJECT. <br /> <br /> AT THIS TIME MR. BARBOUR VACATED THE CHAIR AND MRS. RINEHART PRESIDED. A MOTION BY MR. <br /> <br /> VAN YAHRES, SECONDED BY MR. BARBOUR THAT THE DOWNTOWN PLAN BE APPROVED WITH THE STIPULATIONS <br /> OF THE CITY MANAGER AND INCLUDING REMOVAL OF THE OVERHEAD WIRES IN THE PEDESTRIAN <br /> <br /> ZONES AND AUTHORIZE~THE CENTRAL CITY COMMISSION TO HAVE FINAL PLANS PREPARED AND PROCEED <br /> WITH PRELIMINARY PLANS FOR THE THREE PLAZA AREAS, WAS ADOPTED BY THE FOLLOWING VOTE. <br /> AYES: MR. BARBOUR, AND MR. VAN YAHRES. NOES: NONE: ABSENT~ MR. FIFE <br /> <br /> ACTION ON THE APPOINTMENTS TO THE REGION X, COMMUNITY MENTAL HEALTH AND RETARDATION <br /> SERVICES BOARD WAS DEFERRED UNTIL THE NEXT MEETING, <br /> <br /> ON MOTION BY MR. BARBOUR, REV, RUFUS HAYES WAS APPOINTED TO THE BOARD OF <br /> <br /> /~RCHITECTURAL REVIEW FOR A FOUR YEAR TERM, EXPIRING JANUARY 1, 1978. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE PLANNING COMMISSION RECOMMENDING THAT THE <br /> PETITION FOR REZONING AT 400 WEST HIGH STREET BE DENIED. ON MOTION BY MR. VAN YAHRES, <br /> SECONDED BY MR. GILLIAM THE FOREGOING RECOMMENDATION WAS UNANIMOUSLY ADOPTED. <br /> <br /> AN ORDINANCE ENTITLED ''AN ORDINANCE TO AMEND AND REORDAIN SECTION 4I OF APPENDIX <br />II DF THE CODE OF THE CITY OF CHARLO1-FESVILLE, i965, RELATING TO USE REGULATIONS IN <br />M-2 INDUSTRIAL DISTRICTS IN. ORDER TO ADD TO THE USES PROHIBITED THEREIN, CERTAIN TYPES <br />OF ASPHALT PLANTS, '' WAS OFFERED BY MRS. RINEHART, SECONDED BY MR. VAN YAHRES AND <br />ADOPTED BY THE FOLLOWING RECORDED VOTE.
