NOTICE OF SPECIAL MEETING <br /> <br /> A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, July 1, 2002 AT 6:00 p.m. IN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - July 1, 2002 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> O n motion by Mr. Cox, seconded by Mr. Schilling, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Schilling. Noes: None. Absent for the vote: Mr. Lynch and Ms. <br />Richards.) to meet in closed session for discussion, consideration and interviews of <br />prospect ive candidates for appointment to City boards and commissions, and for the mid - <br />year performance evaluation of the City Manager, as authorized by Section 2.2 - <br />3711(A)(1) of the Virginia Code, and for consultation with legal counsel regarding the <br />City's strat egy in negotiations with Albemarle County for a cost - sharing agreement for <br />solid waste disposal costs, where such consultation in an open meeting would adversely <br />affect the negotiating posture of the City, as authorized by Section 2.2 - 3711(A)(7) of the <br />Vir ginia Code. <br /> <br />COUNCIL CHAMBER - July 1, 2002 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br />ELECTION OF MAYOR AND VICE MAYOR <br /> <br /> <br />Mr. O'Connell convened the mee ting and reviewed the nominating process for <br />Mayor and Vice Mayor. <br /> <br /> Mr. Lynch nominated Mr. Cox for Mayor and Ms. Richards seconded the motion. <br /> <br /> Ms. Richards moved that nominations be closed. <br /> <br /> Mr. Cox was elected Mayor by the following vote. Ayes: Mr. Caravati, Mr. Cox, <br />Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None. <br /> <br /> Mr. Caravati nominated Ms. Richards for Vice Mayor and Mr. Schilling seconded <br />the motion. <br /> Mr. Lynch moved that nominations be closed. <br /> <br /> Ms. Richards was elected Vice Mayor by the following vote. Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None. <br /> <br /> Mr. Caravati said it has been an honor being Mayor, and said that people around <br />the State look to Charlottesville. Mr. Caravati said he feels he has mad e an effort to help <br />the City move forward and has been most proud of people coming to see him during <br />"Meet the Mayor." Mr. Caravati said one of his goals has been trying to find equity for <br />every citizen. <br /> <br /> Mr. Cox congratulated Ms. Richards as newly elec ted Vice Mayor, <br />acknowledged the extraordinary job Mr. Caravati did as Mayor, and welcomed new <br />Councilor Rob Schilling. <br /> <br />AWARDS/RECOGNITIONS <br />
