MICHIE <br /> <br />WELFARE REPORT <br />PRESENTED <br /> <br />GENTLEMEN: <br /> <br />~ HAVE BEEN APPOINTED A UNITED STATES DISTRICT JUDGE FOR THE WESTERN DIS- <br />TRICT OF VIRGINIA AND EXPECT TO TAKE THE OATH OF OFFICE AND ASSUME MY DUTIES <br />AS SUCH ON JULY 29, 1961 WHICH WILLBE BEFORE THE NEXT MEETING OF THE CITY <br />COUNCIL. FEDERAL LAW PROHIBITS ANY FEDERAL JUDGE FROM HOLDING ANY STATE <br />OR MUNICIPAL OFFICE. IT 13 THEREFORE NECESSARY FOR ME TO RESIGN AS A MEMBER <br />OF CITY COUNCIL AND ! DO HEREBY RESIGN AS A MEMBER OF COUNCIL EFFECTIVE UPON <br />THE DELIVERY OF THIS RESIGNATION tO THE MAYOR. <br /> <br />i HAVE SERVED AS A MEMBER OF COUNCIL FOR NEARLY SEVEN YEARS AND IN RESIGNING <br />! WOULD LIKE TO SAY THAT DESPITE CERTAIN DIFFICULTIES AND DISAPPOINTMENTS I <br />HAVE THOROUGHLY ENJOYED THE EXPERIENCE. ~ HAVE PARTICULARLY ENJOYED MY <br />ASSOCIATION WITH THE FINE MEN WITH WHOM I HAVE SERVED AS MEMBERS OF COUNCIL <br />~LL OF WHOM HAVE BEEN THOROUGHLY DEDICATED UNSELFISHLY TO THE GOOD OF THE CITY. <br />IT HAS BEEN A WONDERFUL EXPERIENCE TO WORK WITH YOU GENTLEMEN AND YOUR <br />PREDECESSORS WITH WHOM I HAVE WORKED AND I SHALL ALWAYS BE PROUD TO CALL ALL OF <br />YOU MY FRIENDS. <br /> <br />IN MY TIME EVERY CITY COUNCILMAN HAS WORKED WHOLEHEARTEDLY FOR WHAT HE DEEMED <br />TO BE THE GOOD OF THE CITY. AND SO IN COOPERATION WITH THE CITY MANAGER AND <br />THE OTHER CITY OFFICERS I THINK WE HAVE MADE GREAT PROGRESS DESPITE THE <br />DIFFICULTIES TO WHICH ! HAVE REFERRED ABOVE. I AH SURE THAT YOU WILL ALL <br />CONTINUE TO GO FORWARD IN THE SAME WAY AND I REGRET THAT !
