MOUNT~ MR. PONTON AND MR. SCRIBNER. <br />ABSENT: NONE. <br /> <br /> THE MINUTES OF THE MEETING OF DECEMBER 18, 1961 WERE READ AND APPROVED. <br /> <br /> MR. jOSEPH W. RICHHOND ADDRESSED THE COUNCIL ON BEHALF OF THE CHARLOTTESVILLE <br />ALBEMARLE BAR ASSOCIATION AND PRESENTED SEVERAL PROPOSED AMENDMENTS TO THE CITY <br />CHARTER AS FOLLOWS: <br /> <br />1. AMENDMENT TO PROVIDE FOR THE APPOINTMENT OF THE MUNICIPAL COURT JUDGE <br /> BY THE JUDGE OF CORPORATION COURT. <br /> <br />~, AMENDMENT TO PROVIDE THAT MUNICIPAL COURT SHALL NOT BE REQUIRED TO BE <br /> IN SESSION ON SATURDAY. <br /> <br />3. AMENDMENT TO PROVIDE FOR FILING AND RETENTION OF CIVIL PAPERS BY THE <br /> MUNICIPAL COURT. <br /> <br /> THESE PROPOSED AMENDMENTS WERE REFERRED TO THE COUNCILtS LEGISLATIVE <br /> COMMITTEE FOR CONSIDERATION. <br /> <br /> THE FOLLOWING REPORT OF THE COUNTY-CITY COMHITTEE ON A NEW HEALTH CENTER <br /> <br /> WAS PRESENTED: <br /> <br /> DECEMBER 20~ 196t <br /> <br />CITY-COUNTY COMMITTEE <br />REPORT RE: NEW HEALTH <br />CENTER <br /> <br />RESOLUTION REt <br />NEW HEALTH CENTER <br /> <br />To THE MEMBERS OF THE BOARD OF <br />SUPERVISORS OF ALBEMARLE COUNTY <br />AND THE MEMBERS OF THE COUNCIL OF <br />THE CITY OF CHARLOTTESVILLE <br /> <br />GENTLEMEN: <br /> <br /> YOUR COUNTY-CITY COMMITTEE ON A NEW HEALTH CENTER MET IN RICHMOND <br />ON DECEMBER 19, 1961, WITH DR. MACK I. SHANHOLTZ, HEALTH COMMISSIONER~ <br />AND MR. ROBERT Do HAN~ DIRECTOR~ BUREAU OF MEDICAL AND NURSING FACILITIES <br />SERVICES AND DISCUSSED FULLY WITH THEM THE PROPOSED NEW dOINT HEALTH <br />CENTER FOR THIS COMMUNITY. <br /> <br /> THESE GENTLEMEN ADVISED US THAT HILL-~URTON FUNDS ARE AVAILABLE AT <br />THIS TIME ON A FIRST COME~ FIRST SERVED BASIS FOR HEALTH CENTERS. THEY <br />ADVISED THAT IN ORDER TO BE ASSURED OF FUNDS FROM THE PRESENT APPROPRIATION, <br />WE SHOULD HAKE APPLICATION FOR SUCH FUNDS AT ONCE. THEY ALSO OUTLINED PRO- <br />CEDURE~ ETCo FOR MAKING THE APPLICATION AND INFORMED US THAT 1C~ OF THE <br />COST OF THE BUILDING, EQUIPMENT AND ARCHITECT FEES WOULD BE AVAILABLE FOR <br />THE ACQUISITION OF A SITE AND THAT WITH THE APPROVAL OF THE ADVISORY <br />HOSPITAL COUNCIL THIS 10~ COULD BE INCREASED IF NECESSARY. <br /> <br /> IN VIEW OF THIS INFORMATION OUR COMMITTEE RESPECTFULLY RECOMMENDS <br />THAT THE COUNTY EXECUTIVE AND THE CITY MANAGER BE INSTRUCTED ON BEHALF OF <br />THE COUNTY AND CITYs JOINTLY, TO FILE AN APPLICATION FOR HILL-BURTON FUNDS <br />TO COVER 5.~ OF THE COST OF'THE CONSTRUCTION OF A NEW HEALTH CENTER IN THIS <br />COMMUNITY BASED ON THE FOLLOWING ESTIMATE: <br /> <br />BUI LO I NG ~ 150, 000. O0 <br />TOTAL 00 : O0 <br /> <br /> WE FURTHER RECOMMEND THAT EACH GOVERNING BODY APPROPRIATE THE SUM OF <br />~50,000.00 OR AS MUCH THEREOF AS MAY BE NECESSARY TO COVER THE COUNTY AND <br />CITY;S PORTION OF THE COSTS OF THIS NEW HEALTH CENTER AND THAT THE COMMITTEE <br />BE AUTHORIZED TO EMPLOYEE AN ARCHITECT TO PREPARE THE BUILDING PLANS. <br /> <br /> YOUR COMMITTEE HAS NOT HAD TIME TO INVESTIGATE AND RECOMMEND A SITE <br />FOR THE CENTER~ HOWEVER, THIS WILL BE DONE JUST AS SOON AS IS POSSIBLE <br />AND A RECOMMENDATION WILL BE MADE TO YOU AT THAT TINE. <br /> <br />RESPECTFULLY SUBMITTED, <br /> B. d.
