IVE~ WITHOUT OPTION OF PRIOR REDEMPTION, BONDS <br />MATURING IN THE YEARS 1965 TO ]969~ INCLUSIVE, BEARING INTEREST AT THE RATE <br />OF THREE AND ONE-QUARTER PER CENTUM PER ANNUM~ BONDS MATURING IN THE YEARS <br />7970 TO ~1975~ INCLUSIVE~ BEARING INTEREST AT THE RATE OF TWO AND EIGHTY <br />HUNDREDTHS PER CENTUM PER ANNUM~ BONDS MATURING IN THE YEARS 1976 TO 7979, <br />INCLUSIVE~ BEARING INTEREST AT THE RATE OF TWO AND NINETY HUNDREDTHS PER CENTUM <br />PER ANNUM, AND BONDS MATURING IN THE YEA~S t980 TO 7984~ INCLUSIVE, BEARING <br />INTEREST AT THE RATE OF THREE PER CENTUM PER ANNUM, PAYABLE SEMIANNUALLY JUNE 1 <br />AND DECEMBER 7; SAID BONDS RECITING THAT THEY ARE ISSUED FOR THE PURPOSE OF <br />SITE ACQUISITION~ CONSTRUCTION~ AND FURNISHING OF TWO ADDITIONAL SCHOOLS AND <br />OTHER SCHOOL IMPROVEMENTS UNDER AND BY VIRTUE OF AND IN FULL CONFORMITY WITH <br />AND PURSUANT TO AN ORDINANCE OF THE CITY OF CHARLOTTESVILLE ADOPTED SEPTEMBER <br />30) 7963~ AND SPREAD IN ORDINANCE BOOK 4, PAGES 1 AND 2~ AND APPROVED BY THE <br />VOTERS OF THE CITY AT AN ELECTION HELD FOR THAT PURPOSE ON NOVEMBER 5~ 1963, IN <br />ACCORDANCE WITH THE CHARTER OF THE CITY OF CHARLOTTESVILLE AND THE CONSTITUTION <br />AND LAWS OF THE STATE OF VIRGINIA AND PURSUANT TO CHAPTER 19.1 OF THE CODE OF <br />VIRGINIA OF ~950~ AS AMENDED. - WE HAVE EXAMINED THE CONSTITUTION AND STATUTES <br />OF THE STATE OF VIRGINIA, INCLUDING THE CHARTER OF THE CITY OF CHARLOTTESVILLE~ <br />AND CERTIFIED COPIES OF PROCEEDINGS OF THE COUNCIL OF SAID CITY AUTHORIZING <br />THE ISSUANCE OF SAID BONDS~ ALSO AN EXECUTED BOND OF SAID ISSUE, No. 1. <br /> <br /> IN OUR OPINION SAID BONDS HAVE BEEN AUTHORIZED AND ISSUED IN ACCORDANCE <br />WITH THE CONSTITUTION AND STATUTES OF THE STATE OF VIRGINIA~ INCLUDING THE <br />CHARTER OF THE CITY OF CHARLOTTESVILLE~ AND CONSTITUTE VALID AND LEGALLY <br />BINDING OBLIGATIONS OF THE CITY OF CHARLOTTESVILLE~ VIRGINIA~ AND SAID CITY <br />HAS POWER AND IS OBLIGATED TO LEVY AD VALOREM TAXES FOR THE PAYMENT OF SAID <br />BONDS AND THE INTEREST THEREON UPON ALL PROPERTY WITHIN SAID CITY, SUBJECT <br />TO TAXATION BY SAID CITY) WITHOUT LIMITATION OF RATE OR AMOUNT. <br /> <br /> IT iS ALSO OUR OPINION THAT THE INTEREST ON SAID BONDS IS EXEMPT FROM <br />TAXATION BY THE UNITED STATES OF AMERICA UNDER THE CONSTITUTION OF THE UNITED <br />STATES AS NOW IN FORCE~ UNLESS SUCH TAX IS CONSENTED TO BY THE STATE OF VIRGINIA, <br />AND THAT SUCH INTEREST IS EXEMPT FROM SUCH TAXATION UNDER THE EXISTING ACTS OF <br />CONGRESS. <br /> <br />BEECHWOOD RD. & DELL <br />LANE ACCEPTE~ INTO <br />CITY ST. L. KNIGHT REQUESTING THAT A PORTION OF <br />BEECHWOOD DRIVE~ AND DELL LANE [N IDLEWOOD SUBDIVISION BE ACCEPTED INTO THE CITY <br />STREET SYSTEM FOR MAINTENANCE. THE STREET COMMITTEE RECOMMENDED THE ACCEPTANCE <br /> <br />OF THESE STREETS. ON MOTION BY MR. SCRIBNER~ SECONDED BY ~R.
