<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, December 17, 2007 AT 6:30 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – December 17, 2007 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Norris, Council voted (Ayes: Dr. <br />Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in <br />closed session for discussion or consideration of the disposition of City-owned real <br />property located on Shamrock Road, where discussion in an open meeting would <br />adversely affect the bargaining position or negotiating strategy of the City, as authorized <br />by Section 2.2-3711(A)(3) of the Virginia Code. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – December 17, 2007 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> <br />Dr. Brown recognized outgoing Councilors Kendra Hamilton and Kevin Lynch. <br />He said Ms. Hamilton has been a consensus builder, has brought people together, is <br />insightful, and her writing skills have been an asset on Council. He said Mr. Lynch has <br />worked hard and has been creative. He presented them with keys to the City. <br /> <br /> Mr. Norris noted that this will be Dr. Brown’s last meeting as Mayor, and he <br />thanked him for his level headedness. <br /> <br /> Dr. Brown said that New Runners World Magazine has listed the Charlottesville <br />marathon race as one of their “up and coming races.” <br /> <br />PUBLIC <br /> <br /> <br />Ms. Rose Williams, 305 Meade Avenue, representing Very Special Arts, <br />presented Councilors with their annual poetry book and calendar. She thanked <br />Councilors for their annual funding of Very Special Arts. <br /> <br /> Mr. Thomas Twomey, 2268 Stargate Lane, representing IMPACT, expressed <br />concern that a reduction in funding has been recommended for affordable housing for <br />next year. He said increased funding for several years is needed, and asked that a <br />dedicated funding stream be provided. <br /> <br /> <br />
