116 <br /> <br />COUNCIL CHAMBER - July 1, 1996 <br /> <br /> Council met in regular session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br />ELECTION OF MAYOR AND VICE MAYOR <br /> <br /> Mr. Toscano nominated Ms. Slaughter to serve as Mayor and Ms. Daugherty seconded <br />the motion. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, nominations for Mayor were <br />closed. <br /> <br /> Ms. Slaughter was elected Mayor by the following vote. Ayes: Mr. Cox, Ms. <br />Daugherty, Ms. Richards, Mr. Toscano. Noes: None. Abstaining: Ms. Slaughter. <br /> <br /> Ms. Richards nominated Ms. Daugherty for the office of Vice Mayor, noting that Ms. <br />Daugherty has made substantial contributions to the City and will represent the City in all its <br />diversity. Mr. Toscano seconded the motion. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, the nominations for Vice <br />Mayor were closed. <br /> <br /> Ms. Daugherty was elected Vice Mayor by the following vote. Ayes: Mr. Cox, Ms. <br />Richards, Ms. Slaughter, Mr. Toscano. Noes: None. Abstaining: Ms. Daugherty. <br /> <br /> Ms. Slaughter thanked Councilors for electing her as Mayor, and expressed <br />appreciation to Mr. Toscano for his outstanding job as Mayor during the past two years. Ms, <br />Slaughter welcomed new Councilors, Mr. Cox and Ms. Richards. Ms. Slaughter listed some <br />of her main priorities: attract and retain young families, form a new alliance with the School <br />Board, and work on education and other issues with Albemarle County. <br /> <br /> Ms. Slaughter announced that ten Charlottesville High School students are attending <br />the State's Governor's School this summer, out of only 200 students statewide chosen to <br />attend. <br /> <br /> Ms. Slaughter acknowledged three Bufley Middle School students who have operated <br />the cameras for Council meetings, and who will be attending Albemarle and Western <br />Albemarle High Schools next year. <br /> <br />PUBLIC <br /> <br /> Mr. Boyd Knott, representing the Annual Dogwood Festival, expressed concern about <br />the proposal to locate an additional Little League at Mclntire Park and thereby displace the <br />Dogwood Festival carnival and other activities that take place in the open space at the park. <br /> Ms. Daugherty said she was not aware that the additional Little League field would <br />take up such a large amount of space when the request was made. <br /> <br /> Responding to a question from Mr. Cox, Mr. Knott stated that the carnival takes up the <br />entire available open space. Mr. Knott added that it is unlikely that the grass, which is <br />damaged during the carnival and then repaired by the Dogwood Festival, would be <br />sufficiently repaired in time for use by the Little League if the same space was used for both <br /> <br />purposes. <br /> <br /> Mr. O'Connell said staffis involving the original architect for Mclntire Park to see if the <br />request by the Little League can be accommodated along with continued use of the park by <br />the Dogwood Festival. Mr. O'Connell said the feasibility of use Towe Park is also being <br />investigated. <br /> <br /> <br />
