119 Mr. Robert Cox, Director of Social Services, discussed foster care and child protective services. Mr. John deKoven Bowen, Chief of Police, discussed the community service officer program, Drug Abuse Resistance Education program (DARE) Students Against Drunk Driving (SADD) efforts, and the police explorer program. Ms. Judith Mueller, Director of Public Works, and Ms. Helen Poore, Transit Manager, discussed school bus transportation. Ms. Slaughter indicated that her preference would be to defer the presentation and consideration of the appropriation of carryover funds to the next regular meeting when the public would be better able to hear Council's deliberations. It was the consensus of Council members present to defer the appropriation. The meeting was adjourned. PUBLIC Mr. John Tyng of 501 Grove Avenue, stated that a poll of residents of his neighborhood indiCated that a majority favored no change in the current zoning or. Land Use Plan. Mr. Tyng added that he had acquired his property to be used as his residence, to be used as an office, and for investment purposes. Ms. Camilla Tyng of 501 Grove Avenue submitted letters from two residents of Grove Avenue, Michael and Reba Nichols and Doris Hall, who maintain they will lose the-investment in their property if the Land Use Plan is changed. Ms. Thea Altarman of 505 Grove Avenue requested that the current Land Use Plan for the 500 block of Grove Avenue be maintained Mr. Rick Turner of 1663 Brandywine Drive, requested when information about the multi-cultural component of the School's Strategic Plan will be available and stated that he felt tracking in the schools was having, a devastating effect on minorities. Mr. Turner also noted concern, with procedures followed by the Social Development Commission, of which he is a member~ with regard to affirmative action requirements for agencies requesting funding. -Mr. Jim Heiland of Cable Connections, Inc. stated that he would be interested in meeting with Councilors to discuss the possibility of negotiating for cable service.
