He said it is ironic that <br />Council is still pushing the Meadowcreek Parkway to provide a speedway for people who <br />have moved outside of the City. He said a large contingency of people is still opposed to <br />the Parkway. <br /> <br />OTHER BUSINESS <br /> <br />Mr. Caravati encouraged citizens to vote in the upcoming election. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None.) to meet in <br />closed session for the purpose of considering the acquisition of real property for public <br />purpose, or the disposition of publicly held property, when discussion in an open meeting <br />would adversely affect the bargaining position or negotiating strategy of the City, as <br />authorized by Section 2.1-344(A)(3) of the Virginia Code, and more specifically <br />described as property on Water Street, property in downtown area south of the railroad <br />tracks, and property near Estes Street; and for the purpose of consultation with legal <br />counsel and briefings by staff members or consultants pertaining to actual or probable <br />litigation, where such consultation or briefing in open meeting would adversely affect the <br />negotiating or litigating position of the City, or consultation with legal counsel employed <br />or retained by a public body regarding specific legal matters requiring the provision of <br />legal advice by such counsel, as authorized by Section 2.1-344(A)(7) of the Virginia <br />Code. <br /> <br />COUNCIL CHAMBER - November 20, 2000 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards~ Mr~ Toscano. <br /> <br />AWARDS/RECOGNITIONS: HISTORIC RESOURCES TASK FORCE; <br />PARTNERS PROMOTING LITERACY <br /> <br /> Mr. Caravati presented a proclamation to Jim Wooten thanking him for his <br />service on the Historic Resources Task Force. <br /> <br /> Ms. Diane Taylor, Marketing Director for the Charlottesville Transit Service, <br />announced a new pilot program, Ride and Read, which provides free bus rides when <br />patrons of the library check out books.
