NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, May 2, 2005 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - May 2, 2005 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Schilling, Council voted (Ayes: Dr. <br />Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling) to meet in closed session <br />for discussion and consideration of appointments to boards and commissions, and for a <br />performance evaluation of the City Manager, as authorized by Section 2.2-371 i(A)(1) of <br />the Virginia Code. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Schilling, Council certified by the <br />following vote (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. <br />Schilling. Noes: None) that to the best of each Council Member's knowledge, only <br />public business matters lawfully exempted from the open meeting requirements of the <br />Virginia Freedom of Information Act and identified in the motion convening the closed <br />session were heard, discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER - May 2, 2005 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS: ARMED FORCES DAY PROCLAMATION <br /> <br />Dr. Brown presented the Armed Forces Day Proclamation. <br /> <br />PUBLIC <br /> <br /> Ms. Vanthi Nguyen, 1116 Little High Street, representing the Center for Peace <br />and Justice, opposed the Meadowcreek Parkway, Eastern Connector and Western Bypass. <br />She said money should be spent instead on biking and pedestrian improvements. <br /> <br /> Mr. Nathaniel Galea, 613 King Street, acted out the role of a developer in favor of <br />the Meadowcreek Parkway and other roads. <br /> <br /> Mr. John Cruickshank, 700 Spring Lake Drive, Earlysville representing the <br />Piedmont Group of the Sierra Club, opposed construction of the Meadowcreek Parkway <br />and urged Council to vote against the interchange study and to support improved <br />pedestrian and biking facilities. He said the Meadowcreek Parkway will increase air <br />quality problems. <br /> <br /> Mr. Bruce Hlavin, 1414 Hazel Street, acted out the role of a woodchuck, and <br />opposed the Meadowcreek Parkway and Eastern Connector. He said the money should <br />be saved and spent instead on a pedestrian bridge over the 250 Bypass to McIntire Park. <br /> <br /> Mr. Stratton Salidas, 110 Kent Terrace, asked that those in the audience who <br />support putting money into biking and pedestrian improvements and convenient transit <br />raise their hands in support of this as opposed to constructing the Meadowcreek Parkway, <br />and many in the audience raised their hands. <br /> <br /> <br />
