Appointments to Boards and Commissions. 4. Executive session to discuss disposition of public property as exempted by Section 2.1-344(a)(1) of the Virginia Freedom of Information Act. Cleri BASEMENT CONFERENCE ROOM May 31, 1983 Council met in special session this date at 9'05 p.m. with the following members present: Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. Absent: Mr. Conover. On motion by Mrs. Gleason, seconded by Dr. Gunter, Mr. Gary O'Connell was appointed temporary clerk. The motion was unanimously approved. Mrs. Gleason moved, Dr. Gunter seconded, and the following resolution was unanimously adopted: WHEREAS, the Charlottesville Redevelopment and Housing Authority (the "Authority") has considered the application of Milgraum Associates (the "Company") for the issuance of the Authority's Revenue Bond in the principal amount of $800,000 ('the "Bond") to assist in the financing of the Company's acquisition, renovation and equipping of a 22,000 square foot office building (the "Facility") in Charlottesville, Virginia, and has held a public hearing thereon on May 31, 1983; and WHEREAS, the Authority has requested the City Council '(the "Council") of Charlottesville, Virginia, (the "City"), to approve the issuance of the Bond to comply with Section 103(k) of the Internal Revenue Code of 1954~ as amended; and WHEREAS, a copy of the Authority's resolution approving the issuance of the Bond, subject to the terms to be agreed upon and a record of the public hearing has been filed with the Clerk of the Council; BE IT RESOLVED by the City Council of-the City of Charlottesville, Virginia: (1) The Council of the City of Charlottesville, Virginia, approves the issuance of the Bond by the Charlottesville Redevelopment and Housing Authority for the benefit of Milgraum Associates to the extent required by Section 103(k) of the Internal Revenue Code, to permit the Authority~to assist in the financing of the Facility. (2) The approval of the issuance of the Bond, as required by Section 103(k) does not constitute an endorsement Of the Bond or the creditworthiness of the CDmpany, but, as required by Section 15.1-1380 of the Code o.f Virginia o-f 1950, as amended, the Bond shall provide that neither the City nor the Authority shall be obligated to pay the bond or the interest thereon or other costs incident thereto except from the revenues and monies pledged therefor, and neither the faith or credit nor the taxing power of the Commonwealth, the City, or the Authority shall be pledged thereto. (3) This Resolution shall take effect immediately upon its adoption. Dr. Hall left the meeting at 9:t0 p.m. Mr. Robert Sheets, Director of Finance, and Mr. Robert Cox, Assistant Director of Social Services, addressed Council regarding the proposed Charlottesville Gas Assistance.Pr°gram. The following were considered: 1) Coordination with and referral to Region 10 Community Energy ConserYa-
