APPOINTMENTS <br /> <br />PRESENTATION: <br />CHARTER HOUSE <br />ADVISORY <br />SUBCOMMITTEE <br /> <br />PRESENTATION: <br />GENE HARDING, <br />TREASURER <br /> <br /> Mr. 'Buck stated while he felt Mr. Conover's request for a sophisticated <br /> analysis of the effect of removing the 10% surcharge was reasonable, he <br /> preferred to accept the staff's information aud..recommendations. <br /> <br /> Mr. Conover suggested that perhaps the 10% surcharge could be app. li~d <br /> only to county residential customers and not to commercial users. <br /> <br /> The motion to amend the ordinance was denied by the following vote. <br /> Ayes: Mr Conover and Dr. Hall. Noes: Mr. Buck, Mrs. Gleason, Dr. Gunter. <br /> <br /> Mrs. Gleason moved, and Mr. Conover seconded, to amend the ordinance <br /> by beginning the summer air conditioning rates in May. <br /> <br /> The motion was approved with the following vote. Ayes: Mr. Buck, Mr. <br /> Conover, Mrs'. Gle~son, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTIONS <br /> <br /> 12-3, 12-4, 12-6, 24-2 AND 29-2 AND TO ADD SECTION 12-4.1 OF THE CODE OF <br /> THE CITY OF CHARLOTTESVILLE, 1976, RELATING TO CITY GAS, SEWER AND WATER <br /> CHARGES" was carried over to the next meeting for the second reading. <br /> <br /> Mr. Conover mo. ved, and Dr. Gunter seconded, to accept the water rate <br /> ordinance. <br /> <br /> Mr. Conover moved, and Dr. Gunter seconded, to amend the ordinance <br /> <br /> by decreasing the proposed minimum water rate to $2.25 and increasing the <br /> commodity charge to $8.65. Mr. Conover said he argued with the addition <br /> of bad debts-to the minimum water rate and felt only those necessary <br /> charges related to the minimum fee should be included. He said he felt <br /> the higher rate above the minimum would encourage larger use customers <br /> to conserve on their water use. <br /> <br /> Mr. Buck said he did not feel the $0.25 saved a month would be signi- <br /> <br /> ficant to customers, but Mrs'. Gleason responded that she felt anything, <br /> <br /> however small, that could be done to lower costs was beneficial. <br /> <br /> T.he amendment was approved by the following vote~ Ayes: Mr. Conover, <br /> <br />Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: Mr. Buck. <br /> <br /> Mr..Conover moved, and Mrs. Gleason seconded, to amend the minimum s'ewer <br /> raider"to $2.25 and raise the commodity charge to $8.97. <br /> <br /> The ordinance was carried over to the next meeting fox the second <br /> <br /> reading. <br /> <br /> There weren't.no appointments to boards or commissions. <br /> <br /> Ms. Beverly Butler gave Council an updated 'report on Charter House, <br /> <br />the home for homeless alcoholics. Since the house began operation in <br />January 1983 there have been 11 14 men per night. In the 'orevious year~ <br />there had been 163 drunk in public commitments to the Joint Security <br />Complex and this year there have been only 63. Feedback from the community <br />indicates that the men are cleaner and more pleasant. Ail men who receive <br />regular income are required to pay SS oo a night to stay at the house. <br />Ms. Butler stated that one problem area had be.en in work alternatives for <br />the men and the focus had turned to finding work for the men at the house <br />where supervision could be given. She said that there were two more years <br />on the original three year grant for the operation of the house. <br /> <br /> Mr. Gene Harding, Treasurer for the City, gave Council a brief <br /> <br />description of his duties. He said his main functions include the following: <br />collections, custody, investment of idle funds and disbursement of public <br />funds, and appropriate records maintenance. His department is resoonsible <br /> <br /> <br />
