APPROPRIATION:
$33,600 NEW
STREET LIGHTS

RESOLUTION:
ENDORSING
/CHARLOTTESVILLE-
ALBEMARLE CLEAN.
COMMUNITY
COMMISSION APPLI-
CATION FOR LITTER
CONTROL

Dr. Hall asked if these expenses occurred every year and Mr. Hendrix
replied that they did not because the employees were new and because a
precinct change .is unusual.

Mr. Conover moved, Dr. Hall seconded, and the following appropriation
was carried over to the next meeting. ~

BE IT RESOLVED by. the Council of the City of Charlottesville, Virginia,
that the sum of $3,338.00 is hereby appropriated from the unappropriated
balance of the General Fund to expenditure account 01-17010 for unantici-
pated expenses incurred by the City Electoral Board in the current fiscal
year.

Mr. Hendrix explained that the appropriation for street light installa-
tion and operation would amend the budget for the 83-84 fiscal year and
noted the list of proposed installation sites.

Mrs. Gleason saiid she had received a request for street lights from a
neighborhood association which did not appear on the list. Mr. Hendrix
explained that the request should be sent to the traffic engineer for the
City who would send out the proper forms and follow through with notifying
sur~onnding neighbors to insure that all who would be effected by the lights
wanted them. Mr. Hendrix further stated that if the request was approved,
then Council would need to approve a supplemental appropriation fOr the
amount needed.

Mr. Conover noted concern about the charge for installing underground
service, and Mr. Hendrix acknowledged that it was expensive but that the
rates were VEPCO's .charges as approved by the State Corporation Commission.
He further explained that where Underground lines existed, lines for the
street lights must also run underground. Mr. Conover asked if it was
feasible for the City to install the lights or obtain bids, but Mr. Hendrix
said that with the small number of lights needed, it would be to the City's
advantage to have VEPCO install them.

Mss. Gteason moved,, and Dr. Gunter seconded, and the following

appropriation was carried over to the next meeting-

BE IT RESOLVED by the Council of the Cityof £harlottesville, Virginia,
that the sum of $33,600~ is hereby app~ropriated from the unappropriated
balance of the General Fund to expenditure account 01-24040, to be used
durfng the 1983-84 f~scal year to install and'operate approximately seventy
new street lights requested during the current fiscal year by various
citizens, property owners or organizations.

This appropriation shall be effective July 1, 1983.

'Mr. Hendrix explained that this resolution, was a yearly agreement by
Council, in conjunction with the .county, that the money m'ay be used by the
Charlottesville Albemarle Clean Community Commission for litter control.

Dr. Gunter moved, Dr. Hall seconded, and the following resolution was
unanimously passed:

WHEREAS, the Council of the City of..Chartottesville recognizes the
existence of a litter problem within the boundaries of the City of
Charlottesville; and

WHEREAS, the Virginia Litter Control Act of 1976 provides, through
the Virginia Department of Conservation and Economic Development, Division
of Litter Control, for the allocation of public funds in the form of
grants for local litter control programs; now, therefore,

BE IT RESOLVED that the Council of the City of Ckarlottesville:

Endorses and supports such a program for the City of
Ckarlottesville; and

Expresses the intent to continue participating with the
County of Albemarle in a mutually agreed upon and
cooperative program, contingent on approval of the appliz
cation by the Department of Conservation and Economic
Development, Division of Lifter Control, and contingent on
receipt of funds; and
