RESOLUTION: <br />UMTA PROJECT <br /> <br />RESOLUTION: <br />LINEAR <br />ACCELERATOR <br /> <br />used for part of the area that had previously been all glass. <br /> <br /> With encouragement to move ahead swiftly with the project, Mrs. <br />Gleason moved, Dr,~ Gunter seconded, and the resolution was unanimously <br />approved. <br /> <br /> Mr. Hendrix explained th'at the resolution was part of the standard <br />procedure of the transit system. <br /> <br /> Dr. Hall moved, Dr. Gunter seconded, and the resolution was unani- <br />mously approved: <br /> <br /> WHEREAS, by resolution adopted June 23,.197S this Council <br />authorized the City Manager to make application to the Urban <br />Mass Transportation Administration (UMTA) for federal assistance <br />in the purchase of a bus transit system; and <br /> <br /> WHEREAS, that application was subsequently approved and a <br />grant agreement was signed between the City and UMTA setting <br />forth the terms and conditions of the grant designated as Project <br />VA-03-0013; and ' <br /> <br /> WHEREAS, UMTA and the City now desire further to amend the <br />aforesaid grant agreement to provide that the remaining funds <br />thereunder shall be disbursed on a letter of credit ha§is, and <br />to incorporate certain other revised terms and conditions; now <br />therefore, be it ' <br /> <br /> RESOLVED by the Council of the City of Charlottesville, <br />Virginia that the City Manager is authorized to execute an amendatory <br />agreement with the Urban Mass Transportation Administration, designated <br />as Amendment No. 3 for Project VA-03-0013, to permit payment of <br />grant funds by letter of credit and to substitute for part II of ~he <br />grant agreement UMTA's current standard terms and conditions. <br /> <br /> Mr. Hendrix explained that this resolution would give City Council's <br />endorsement of the program and stated that the committees working on the <br />project would be meeting in Charlottesville in the next few days. <br /> <br />Mr. Conover said that the project would have more impact on <br />Albemarle County, but felt it was a wonderful project that would be an <br /> <br />investment for the entire area. <br /> <br /> Mr. Timothy L~ndstrom, a member of the Albemarle County Board of <br />Supervisors, spoke as a private citizen in opposition to the resolution. <br />He said that even though the project would be in the county, through the <br />revenue sharing agreement Charlottesville would receive benefits from it. <br />He said that if the University of Virginia is correct about the project, <br />it could have a tremendous impact on the community, especially in the <br />~rowth of the population. He said that the Board of Supervisors had <br />remained neutral and he did not think government should stimulate such a <br />change. <br /> <br /> Mr. Buck expressed appreciation of Mr. Lindstrom for addressing Council <br />and said he shared some of his concerns, but because of the small scale of <br />the project he did not think the impact would be significant. He added <br />that he did feel it would be good and significant to the academic community. <br />Mr. Conover noted agreement with Mr. Buck's comments. <br /> <br /> Dr. Gunter thanked Mr. Lindstrom for sharing his thoUghts with Council <br />and felt it set an important precedent of free, respectful dialogue between <br />the City and County. <br /> <br /> Dr. Hall moved, Mr. Conover seconded, and the following resolution <br />was unanimously approved. <br /> <br /> WHEREAS, the University of Virginia and the Southeastern Universities <br />Research Association are seeking to secure a proposed National Electron <br />Accelerator Laboratory to be located in the Charlottesville-Albemarle area' <br />and , <br /> <br /> WHEREAS, this accelerator and laboratory, if constructed, would be <br />the most advanced nuclear research facility of its kind in the world, and <br />would bring international attention to the University of Virginia and to <br /> <br />' <br /> <br /> <br />
