232 <br /> <br />The goal of this program would be to provide jobs to thirty unemployed <br />persons. 3) $30,000 - Jobs component of CHIP (Charlottesville Housing <br />Improvement Program). This program would provide training in building <br />skills and would employ persons to work with the house bank program. <br /> Mr. Huja reported the recommendations of the Planning Commission, <br /> <br />the City-wide Task Force and the Fifevillei~Neighborhood Task Force for <br />the remaining $104,000 which would be used for physical improvements <br />in the Fifeville neighborhood in order to complete the work which had <br />been started in that area with the original CDBG funds. The following <br />projects were recommended. 1) Sidewalks: a) 7½ Street, from Cherry <br />Avenue to Forest Hill Avenue and from Cherry Avenue to King Street <br />$26,000; b) Grove Street, west of 9th Street $53,~00. This included <br />an additional $10,800 which had mistakenly been included under traffic <br />safety improvement. 2) Drainage improvements: a) 7~ and Elm Streets - <br />$23,400; and 3) Traffic Safety Improvements: a) Pedestrian Signal <br />improvements at 10th Street and Cherry Avenue for Buford School $1,200. <br /> Mr. Huja further stated that it was his understanding that Council <br /> must take action on the recommendations before July 1. <br /> <br /> Responding to a question by Dr. Hall, Mr. Huja stated that the <br /> proposed PVCC program would be a training program in areas such as <br /> plumbing and air conditioning which would include a one-year commitment <br /> by employers to hire unemployed persons for an apprenticeship program. <br /> <br /> Mrs. Gleason questioned the role of the Employment Research <br /> <br /> Commission and Mr; Buck replied that this group was involved in the <br /> research advocacy area and should not be looked to for action. <br /> <br /> Mrs. Gteason asked if the Virginia Employment Commission would be <br /> fulfilling the same role as the proposed program through MACAA. Mr. <br /> D~ewary Brown, Director of the Multi-Purpose Training Center of MACAA, <br /> addressed Council to further explain the program. He stated that the <br /> goal of the program was to employ people in the private sector. The <br /> Center would seek out the jobs, not merely match the person with a job <br /> as VEC would do. The Center would work to provide counseling to un- <br /> employed persons and follOw-up to see if and why persons may leave the <br /> job found for them. <br /> <br /> Responding to concerns by Mr. Conover, Mr. Brown stated that <br /> <br /> emphasis would be placed on working with and finding employment for <br /> persons who truly need a job and who would otherwise normally have <br /> little chance of securing work on their own. <br /> <br /> Mr~ Hendrix commented on Mr. Brown's proven record of finding <br /> employment for people on the low end of the scale. <br /> <br /> Mr.. Buck questioned whether some candidates for the MACAA program <br /> might not fit into the proposed PVCC program. Mr. Brown stated that <br /> many persons would not fit into ~his program and many merely wanted to work <br /> but were not interested in a training program. <br /> <br /> Mr. Conover expressed concern over the administrative costs involved <br /> in the three proposed programs. Mr. Huja replied that the administrative <br /> costs had been reduced and were at a level which was necessary for the <br /> programs to be successful. <br /> <br /> Mr. Buck .questioned if CHIP could realistically complete the proposed <br /> <br /> <br />
