RESOLUTION: <br />PAY PLAN <br /> <br />RESOLUTION: <br />AUTHORIZING TRANSFER <br />OF GARRETT STREET <br />FUNDS <br /> <br />RESOLUTION: <br />AUTHORIZING CITY <br />MANAGER TO SIGN <br />AGREEMENT FOR <br />TRANSIT SERVICE <br /> <br /> Mr. Hendrix reported' that Council had previously approved <br /> <br />this funding in the budget but must approve the Pay Plan as pre- <br />sented. <br /> Dr. Hall moved, Mrs. Gleason seconded, and the fOllowing <br />resolution was unanimously approved by Council: <br /> BE IT~RESOLVED'by the Council-of the City of Charlottesville <br />that a document consisting of 24 pages comprising the Employee <br />Classification Pay Plan for the City of Charlottesville to be <br />effective July 1, 1983, assigning salary ranges to each class <br />position in the City service is hereby approved pursuant to' Section <br />20-7 and 20-8 of the City Code and a copy of the same Shall be <br />kept on file with the records of this meeting. <br /> Mr. Hendrix explained that this resolution would authorize <br /> the Housing Authority to transfer funds from the Garrett Street <br /> Project to Vinegar Hill for the hotel project. <br /> <br /> Mrs. Gleason moved, Dr. Hall seconded, and the resolution <br /> <br />was 'approved with Mr. Conover abstaining. <br /> <br /> WHEREAS, by agreements dated August 12, 1983, the <br />Charlottesville Redevelopment and Housing Authority (Authority) <br />and the City of Charlottesville '(City) agreed to settle financially <br />With the Department of Housing and Urban Development the Vinegar <br />Hill and Garrett street Redevelopment Projects; and <br /> <br /> WHEREAS, by the terms of the agreements the Authority was <br />granted responsibility to.continue and to complete the remaining <br />project activities for the City; and <br /> <br /> WHEREAS, there are insufficient funds in the Vinegar Hill <br />Project to complete the execution of program activities, <br />especially with respect 'to the proposed Hotel/Conference Center; <br />and <br /> <br /> WHEREAS, the Garrett Street Project has funds which are not <br /> required for' immediate project needs; and <br /> <br /> WHEREAS, it is the desire of the City for the Authority to <br /> use Garrett Street Project funds to meet program expense needs <br /> in the Vinegar Hill Project. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br /> of Charlottesville, Virginia that the Charlottesville Redevelopment <br /> and Housing Authority is hereby authorized to utilize such funds <br /> of the Garrett Street Project No. VA R-44, as may be requi.red to <br /> further the program objectives of the Vinegar Hill Project No. VA <br /> R-12, especially with respect to'the proposed vinegar Hill Hotel/ <br /> Conference Center Program; and <br /> <br /> BE IT FUR%HER RESOLVED that expenditures of Garrett Street <br /> Project Funds made prior to the date of this resolution to advance <br /> the proposed Vinegar Hill Hotel/Conference Center Program are hereby <br /> approved. <br /> <br /> Mr. Hendrix stated that this resolution would authorize the <br /> <br />City Manager to sign an agreement for the Transit Service. He <br />added that the State had agreed to fund an additional $58,000 <br />previously funded by the City. On a question from Mr. Conover, Mr. <br />Hendrix responded that the change in funding would make no difference <br /> <br />in the program. <br /> <br /> Ms. Helen Poore, Director of the Transit Service, said the <br />State had previously matched some projects on a 50/50 basis, and they <br />had agreed to fund 95% of those projects. <br /> <br /> Dr. Hall moved, Mrs. Gleason seconded, and the following <br /> <br />resolution was unanimously approved by Council: <br /> <br /> Be It Resolved by the Council of the City of Charlottesville, <br />Virginia, that the City Manager is authorized, for and on behalf <br />of the City, to execute and file an application to the Virginia <br />Department of Highways and Transportation, Commonwealth of Virginia <br />(VDH&T), for. a grant of transportation special revenues under <br />Chapter 684, Item 644 of the 1982 Acts of the General Assembly <br />as amended ("The 1982 Appropriations Act"); in the amouht of $169,450.00 <br />for fiscal year commencing July 1, 1982, to defray the~public <br />transportation fuels, lubricants, tires and maintenance parts and <br />supplies expenses of the City of Charlottesville; to accept from <br />VDH&T grants in such amount as may be awarded; to execute the <br />necessary grant agreements; and to authorize the Transit Manager <br /> <br /> <br />
