248 APPROPRIATION: $40,000 TIPS GRANT (2nd reading) APPROPRIATION: $18,000 SUMMER NUTRITION PROGRAM APPROPRIATION: $208,000 CDBG JOBS BILL PROGRAM Mr. Kuttner stated that he was originally from Germany and was looking forward to settling down in the Charlottesville area. He stressed his desire to support the community' and hoped his promotion of this project would benefit the downtown area. Mr. Carl Landow, an architect for the project, presented a model of the design for the Central Place building. He indicated that the character of other buildings on the downtown mall had been studied, and felt the presented design incorporated the best of these characteristics. Mr. Landow added that a September 1 ground- breaking was anticipated, with possible occupancy by April of 1984. He further sta.ted that lighting and storage'for the Municipal Band would be provided:in the building. Mrs. Gleason moved to approve the design for Central Place, Dr. Gunter seconded with enthusiasm, and Council unanimOusly approved the design. The appropriation of $40,000 'for the TIPS Grant which was offered at the meeting of July Sth was approved by the following vote. Ayes: Mr. Bcuk, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. Mr. O'Connell reported that approval of.this appropriation would allow the transfer of payment to the proper account. Dr. Hall moved, Mrs. Gleason seconded, and the following appro- priation was carried over to the next meeting: BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that a sum sufficient, estimated at $18,000, is hereby appropriated from funds received in the Grants Fund to expenditure account 11-51200 for the operation of a summer nutrition program for children in connection with the summer playground programs of the Department of Parks and Recreation. Such appropriation shall be limited to the amount reimbursable by the United States Department of Agriculture for the operation of such program, and shall be expende~ in accordance with applicable federal regulations, under -Grant #51586741. Mr. O'Connell stated that this appropriation had previously been discussed by Council and a public hearing had been held. Approval of the appropriation would transfer the funds into the proper account. Mr. Conover moved, Mrs. Gleason seconded, and the following appropriation was carried over to the next meeting: WHEREAS, the City of Charlottesville has been advised of the approval of the U. S. Department of HOusing and Urban Dev.elopment of a FY 1983-84 CDBG Jobs Bill appropriation in the total amount of $208,000; and WHEREAS, the City Council has received recommendations for the expenditure of funds from the Fifeville Neighborhood Task Force, the CDBG Task Force, the City Planning Commission and the Social Develop- ment Commission, and has conducted a public hearing thereon as provided by law; now, therefore, BE IT RESOLVED by the Council of the City of Charlottesville, VA., that sums hereinafter set forth are hereby appropriated from funds received from the aforesaid grant to the following individual expendi- ture accounts in the FY 1983-84 Jobs Bill fund for the respective purposes set forth; provided, however that the City Manager is hereby authorized to transfer funds between and among such individual accounts ~s circumstances may require, to the extent permitted by applicable Federal grant regulations.
