248 <br /> <br />APPROPRIATION: <br />$40,000 TIPS <br />GRANT <br /> (2nd reading) <br /> <br />APPROPRIATION: <br />$18,000 SUMMER <br />NUTRITION <br />PROGRAM <br /> <br />APPROPRIATION: <br />$208,000 CDBG <br />JOBS BILL <br />PROGRAM <br /> <br /> Mr. Kuttner stated that he was originally from Germany and <br />was looking forward to settling down in the Charlottesville area. <br /> <br />He stressed his desire to support the community' and hoped his <br /> <br />promotion of this project would benefit the downtown area. <br /> <br /> Mr. Carl Landow, an architect for the project, presented a <br /> <br />model of the design for the Central Place building. He indicated <br /> <br />that the character of other buildings on the downtown mall had <br /> <br />been studied, and felt the presented design incorporated the best of <br /> <br />these characteristics. Mr. Landow added that a September 1 ground- <br /> <br />breaking was anticipated, with possible occupancy by April of 1984. <br />He further sta.ted that lighting and storage'for the Municipal Band <br /> <br />would be provided:in the building. <br /> <br />Mrs. Gleason moved to approve the design for Central Place, Dr. <br /> <br />Gunter seconded with enthusiasm, and Council unanimOusly approved the <br /> <br />design. <br /> <br /> The appropriation of $40,000 'for the TIPS Grant which was offered <br /> <br />at the meeting of July Sth was approved by the following vote. Ayes: <br /> <br />Mr. Bcuk, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> Mr. O'Connell reported that approval of.this appropriation would <br /> <br />allow the transfer of payment to the proper account. <br /> <br />Dr. Hall moved, Mrs. Gleason seconded, and the following appro- <br /> <br />priation was carried over to the next meeting: <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br />Virginia that a sum sufficient, estimated at $18,000, is hereby <br />appropriated from funds received in the Grants Fund to expenditure <br />account 11-51200 for the operation of a summer nutrition program <br />for children in connection with the summer playground programs of <br />the Department of Parks and Recreation. Such appropriation shall <br />be limited to the amount reimbursable by the United States Department <br />of Agriculture for the operation of such program, and shall be <br />expende~ in accordance with applicable federal regulations, under <br />-Grant #51586741. <br /> <br />Mr. O'Connell stated that this appropriation had previously been <br /> <br />discussed by Council and a public hearing had been held. Approval of <br /> <br />the appropriation would transfer the funds into the proper account. <br /> <br />Mr. Conover moved, Mrs. Gleason seconded, and the following <br /> <br />appropriation was carried over to the next meeting: <br /> <br /> WHEREAS, the City of Charlottesville has been advised of the <br />approval of the U. S.
