<br />in the boundary, Mrs. Gleason seconded, and Council unanimously
<br />voted to amend the ordinance.
<br />
<br /> Mr. Buck moved to amend the ordinance to delete the statement
<br /> Ghat review board members were required to be residents of the City,
<br /> adding that it would give Council additional flexibility in appointing
<br /> qualified members. Mrs. Gleason seconded the motion to amend, and
<br /> Council unanimously voted to amend the ordinance.

<br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN
<br />SECTIONS 31-127~1, 31-127.2, 31-128, 31-129, 31-130, 31-136, 31-137,

<br />31-145, 31-146, 31-147.1, AND 31-179, AS SEVERALLY AMENDED, OF THE
<br />coDE OF THE CITY OF CHARLOTTESVILLE, 1976, AND FURTHER TO AMEND ARTICLE
<br />XVI OF CHAPTER 31 OF SUCH CODE BY ADDING SECTIONS NUMBERED 31-139.5
<br />THROUGH 31-139.13, IN ORDER TO CREATE A DOWNTOWN ARCHITECTURAL DESIGN
<br />CONTROL DISTRICT, TO PROVIDE RESTRICTIONS ON THE CONSTRUCTION, RECON-
<br />STRUCTION, ALTERATION OR REMOVAL OF BUILDINGS, STIRUCTURES, SPACES, SITES,
<br />LANDMARKS AND SIGNS WITHIN SUCH DISTRICT AND TO CREATE A DOWNTOWN BOARD
<br />OF ARCHITECTURAL REVIEW TO ADMINISTER SUCH RESTRICTIONS" was carried
<br />over to the next meeting.

<br /> Council met in special session this date with the following members
<br />present: Mr. Buck, Mrs. Gleason, Dr. Gunter. Absent: Mr. Conover, Dr.
<br />Hall.
<br />
<br /> Mrs. Gleason moved, Dr. Gunter seconded, and the following appro-
<br />priation was carried over to the next meeting:
<br />
<br /> Be it resolved by the Council of the City of Charlottesville,
<br />Virginia, that the sum of $30,000.00, or as much thereof as may be
<br />necessary, is hereby appropriated from the unappropriated balance of
<br />the Capital Projects Fund to expenditure account 05-01500 for the
<br />removal of asbestos from the cafeterias at Walker and Buford Middle
<br />Schools.

<br /> Mrs. Gleason moved, Dr. Gunter seconded and Council unanimously
<br />voted to go into Executive Session to discuss personnel, disposition
<br />
<br />of property and possible litigation as exempted by Section 2.1-344(a)
<br />(1), (2), and (6)of the Virginia Freed;~ of Information Act.
