PUBLIC <br /> <br />wire fences in residential areas. <br /> <br /> Mrs. Gleason stated she felt an ordinance should be passed which <br />would prohibit barbed wire fences below a certain height in residential <br /> <br />areas. <br /> <br /> Mr. Wiley stated he would draft an ordinance to that effect. <br /> Dr. Hall made a statement concerning large yard parties which had <br />been occurring frequently in the community and which were loud and <br />disruptive. ~r. Hall added that the deadend at 12th Street, N.W..had <br />become a trouble spot. <br /> <br /> Mr. Buck suggested that concentrating on the area with more police <br /> <br />patrols might help to solve the problem. <br /> The meeting was adjourned. <br /> <br />President <br /> <br /> COUNCIL CHAMBERS ~ August 15, t983 <br /> <br />Council met in regular session this date with the following members <br />present: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr, Gunter. Absent: Dr. Hall. <br /> <br /> Ms. Cynthia Stratton, representing the Peace Coalition, approached <br />Council with a revised resolution concerning the August 27th march on <br />Washington. <br /> <br /> Mrs. Gleason stated that she remained concerned by the method and <br />goals of the Coalition, and while she supported the ideals of Martin Luther <br />King, Jr., she did not feel it was the duty of City Council to endorse the <br />resolution. <br /> <br /> Ms. Stratton stated that the Coalition advocated non-violent social <br />change. <br /> <br /> Mr. Buck said he shared many of the Coalition's concerns and supported <br />full employment, world peace and freedom. <br /> <br /> Dr. Gunter noted some concern about urging all citizens to attend <br /> <br />the march, but was happy to see that the Coalition had overcome some of <br />the divisive elements an~ said she intended to vote for the resolution. <br /> <br /> Dr. Gunter moved to accept the resolution. The motion died for lack <br />of a second. <br /> <br /> Mr. Conover stated ~hat while he intended to attend the march, he did <br /> not feel it was Council's role to officially support it. <br /> <br /> Mrs. Gleason moved a substitute resolution supporting the ideals o'f <br /> Martin Luther King, Jr. and asking for a national holiday on January 15th. <br /> Mr. Buck seconded the motion and it was unanimously approved. <br /> <br /> WHEREAS, in 1963 Dr. Martin Luther King, Jr. had a dream which <br /> inspired his struggle to gain dignity and economic justice for all <br /> people, binding them in p~ace and freedom; and <br /> <br /> WHEREAS, there remains.tragic unemployment and an escalating <br /> arms race, the denial of basic rights to minorities the unemployed <br />women and the economicall ' ' <br /> y disadvantaged. <br /> <br /> THEREFORE, be it resolved by the City Council of CharlOttesville, <br />Virginia, that we ask for-a renewal of the ideals of Dr. Martin Luther <br />King, Jr. and support efforts in the United States Congress and in the <br />Virginia General Assembly to enact legislation designating January 15th <br />as a Federal and State holiday in honor of Dr. Martin Luther King, Jr. <br /> <br /> Mr. Smith of University Circle asked Council for an explanation <br /> <br />of the availability of funding for sidewalks. <br /> <br /> Mr. Buck stated that money had been appropriated for sidewalks and <br /> <br />a list of priorities had been developed on whSch a public hearing would <br /> <br /> <br />
