280 <br /> <br />PUBLIC HEARING: <br />1984-85 CDBG <br />ENTITLEMENT <br />PROGRAM <br /> <br />recipient by.agreement with the Piedmont Industry Council. <br /> Mrs. Gleason asked if any action had been taken in response to <br />a request by children in the Quest program for addi'tional signs <br />on Barracks Road. Mr. Buck stated that signs had been installed. <br /> Dr.-Gunter stated that the Task Force on Drunk Driving had been <br />meeting weekly, had been well attended, and was proving to be a <br />vigorously.active group. <br /> Mr. Buck commended Mr. Hendrix for recently, being awarded the <br /> L. P. Cookingham Award which recognizes City Managers for their <br /> encouragement of interns. <br /> Dr. Gunter moved, Dr. Ha'Il seconded, and Council unanimously <br /> voted to go into Executive Session to discuss matters of personnel <br /> as exempted by Section 2.i~344(a)(1) of the Virginia Freedom of <br /> <br />Information Act. <br /> <br /> The meeting was adjourned. <br /> <br />Cle~/ President <br /> COUNCtL:~i~EHAMBERS.- October 11, 1983 <br /> <br /> ..EQuncfli:~met~.in._gO~.cial. session_this date with the following~members <br /> <br />present: Mr. Buck, Mrs. Gleason, Dr. Hall. Absent: Mr. Conover, Dr. <br /> <br />Gunter~ .~ <br /> At Mr. Buck's request, Mr. Huja gave a brief report on the <br /> Community Development Block Grant program for the coming year. He stated <br /> that the purpose of this meeting was to serve as an initial public <br /> hearing as required in the ordinance adopted this ~ast year. Mr. Huja <br /> pointed out that the CDBG Task Force has already met twice and has <br /> developed some preliminary goals. He introduced Mr. Fran Lawrence, <br /> Chairman of the Task Force. <br /> <br /> Mr. Fran Lawrence explained that the schedule was moved forward <br /> <br /> this year to allow more time for discussion throughout the process. <br /> He pointed out that the first meeting of the ~ask Fo. rce dealt mainly <br /> with philosophical issues. The second meeting involved discussion of <br /> the intent of the program for the coming year with some agreement on <br /> tentative priorities. Two decisions made at the second meeting <br /> involved: 1) continuing the commitment to finish Fifevill~ Neighborhood <br /> concerns, and 2) not designating any priority neighborhood, but concen- <br /> trate on City-wide projects in Rose Hill and Belmont Neighborhoods with <br /> some priority on drainage needs. Both o.f these decisions were made <br /> unanimously by the Task Force, according to Mr. Lawrence. <br /> Mr. Eugene W~lliams, President of Dogwood Housing Limited Partner- <br /> ship and a resident of 620 Ridge Street, explained that he felt there <br /> were few programs that have done as.much for the community as the CDBG <br /> program. However, he presented a list of concerns and suggested <br /> projects which included the following: 1) The planting of dogwoods <br /> from llth Street, N.W. to Rugby Road on Gordon Avenue in order to unify <br /> the Venable Neighborhood to help eliminate what seems to be an invisible <br /> racial barrier. 2) The cleaning of streets throughly in target neighbor- <br /> hoods on streets such as Ridge, Dice, Fourth Street, S.W~, 6th and 7th <br /> Stree. ts, S.W., 12th Street, N.W., Page and others. This is needed'since <br /> <br /> <br />
