Absent: Mr. Conoyer and Mrs. Gleason. <br /> <br />Mr. Cole Hendrix, city Manager and Executive Director of the Authority, <br />-briefly explained the history, of the Vinegar Hill Project. The land was acquired <br /> <br /> and cleared, bY the Redevelopment and HoUsing Authority in the early 1960's. In <br /> June of 1978, an economic symposium sponsored by the Authority and the City <br /> explored uses fc <br /> hearings on the <br /> money to assist <br /> Citizens at thai <br /> tax increase to <br /> In December of <br /> increased transient lodging tax. Portions of the revenues from these taxes <br /> <br /> were projected tO be used to repay the bonds to be sold to fund the loan to be <br /> made by the Authority to the project developers. The Charlottes- <br />ville Redevelopment and Housing Aut.hority would 10an $9.5 million to the owners <br />of the project,Which would all be privately o~ned and subject to taxes. In <br />addition to the ~irect repayment of the l°an to the Authority, it is estimated <br />that $16 million in taxes to the Ci.-ty would be generated by the project during <br />the first 20 years of its operation, according ,to Mr. Hendrix. <br /> <br />Mr. Buck noted that Mr. Conover was absent because he is ab§taining from <br />consideration of the project due to a conflict of interest and that Mrs. Gleason <br /> <br /> <br />
