Appropriation of $9,500,000' to Chamlottesville Redevelopment and <br /> Housing Authority for completion of Vinegar Hill Urban Renewal Project <br /> <br /> BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> Clerk <br /> <br /> COUNCIL CHAMBERS - October'24, 1983 <br /> <br /> Council met in special session this date jointly with the Charlottesville <br /> Redevelopment~ and Housing Authority with the following members present: Mr. Buck, <br /> Dr. Gunter, Dr. Hall. Absent: Mr. Conover and Mrs. Gleason. <br /> <br /> Mr. Cole Hendrix, City Manager and Executive Director of the Authority, <br /> briefly explained the history of the Vinegar Hill Project. The land was acquired <br /> <br /> and clearedby the Redevelopment and Housing Authority in the early 1960's. In <br /> June of 1978, an economic symposium sponsored by the Authority and the City <br /> explored uses for the Vinegar Hill site. In July'of '1978, following public <br /> hearings on the suggestion of a,conference center/hOtel and the use of public <br /> money to assist in obtaining such a facility, Council endorsed the idea. <br /> <br />Citizens at that hearing endorsed the concept but generally opposed a property <br />tax increase.to fund the Authority's participation in a hotel-conference center. <br />In'December of 1982, Council held a public hearing on a proposed meals tax and <br />increased transient lodging tax, Portions of the revenues from these taxes <br />were projected to be used to repay the bonds to be sold to fund the loan to be <br />made by the Authority to. the project developers. City Council approved these <br />taxes effective January 1, 1983. <br /> <br /> Mr. Hendrix explained that the proposed project would include a 209 room <br />hotel~, a 19,000 square foot conference center, a 25,000 square foot General <br />Electric Training Center, and extension of the p. edestrian mall. The Charlottes- <br />ville Redevelopment and Housing Authority would loan $9.'5 million to the owners <br />of the project, which would all be privately owned and subject to taxes. In <br />addition to the direct repayment'of the loan to the Authority, it is estimated <br />~hat $16 million in taxes to the City would be generated by the project during <br />the first 20 years of its operation, according .to Mr. Hendrix. <br /> <br />Mr. Buck noted that Mr. Conover was absent because he is ab§raining from <br />consideration of the project due to a conflict of interest and that Mrs. Gleason <br /> <br /> <br />
