Dr. Gunter stated that she was hoping that. the public would be more responsive to the handicapped parking zones if the matter was brought to tkeir attention. Dr. Hall moved to go into Executive Session at 4:30'p.m. on Tuesday, October 18th to discuss pending litigation as exempted by Section 2.1-344(a)(6) of the Virginia Freedom of Information Act. D~r. Appropriation of $9,500,000' to Chamlottesville Redevelopment and Housing Authority for completion of Vinegar Hill Urban Renewal Project BY ORDER OF THE MAYOR BY Jeanne Cox (signed) Clerk COUNCIL CHAMBERS - October'24, 1983 Council met in special session this date jointly with the Charlottesville Redevelopment~ and Housing Authority with the following members present: Mr. Buck, Dr. Gunter, Dr. Hall. Absent: Mr. Conover and Mrs. Gleason. Mr. Cole Hendrix, City Manager and Executive Director of the Authority, briefly explained the history of the Vinegar Hill Project. The land was acquired and clearedby the Redevelopment and Housing Authority in the early 1960's. In June of 1978, an economic symposium sponsored by the Authority and the City explored uses for the Vinegar Hill site. In July'of '1978, following public hearings on the suggestion of a,conference center/hOtel and the use of public money to assist in obtaining such a facility, Council endorsed the idea. Citizens at that hearing endorsed the concept but generally opposed a property tax increase.to fund the Authority's participation in a hotel-conference center. In'December of 1982, Council held a public hearing on a proposed meals tax and increased transient lodging tax, Portions of the revenues from these taxes were projected to be used to repay the bonds to be sold to fund the loan to be made by the Authority to. the project developers. City Council approved these taxes effective January 1, 1983. Mr. Hendrix explained that the proposed project would include a 209 room hotel~, a 19,000 square foot conference center, a 25,000 square foot General Electric Training Center, and extension of the p. edestrian mall. The Charlottes- ville Redevelopment and Housing Authority would loan $9.'5 million to the owners of the project, which would all be privately owned and subject to taxes. In addition to the direct repayment'of the loan to the Authority, it is estimated ~hat $16 million in taxes to the City would be generated by the project during the first 20 years of its operation, according .to Mr. Hendrix.
