ORDINANCE: <br />AMENDING REAL <br />ESTATE TAX <br />RELIEF AND <br />RENT RELIEF <br /> <br />ORDINANCE: <br />WATER SURCHARGE <br /> <br />PUBLIC <br /> <br />OTHER BUSINESS <br /> <br /> a significant concern in ~h~e ~sit6 plan, 4) the development will have a <br /> significant adverse impact on the natural environment, and S) the <br /> development did not meet: the higher density standard for special permits <br /> requiring a 2'00 foot separation from R-2 property. <br /> <br /> Mrs. Glea.son moved to deny the resolution fOr a Special Permit for <br /> Higher Density at 171.2 Jefferson Park Avenue, Dr. Gunter seconded the <br /> motion, and the resolution was unanimou'sly denied by Council. <br /> <br /> Mr. Hendrix Stated that, at Council's request, staff had prepared <br /> additional information andalternatives concerning the projected costs <br /> of and the deferral aspect of the plan'. Mr. Hendrix said that staff <br /> <br /> continued-to feel that. a deferral plan would be a detriment to the program. <br /> Mr. Conover stated that he was not disuaded by the deferral argument. <br /> Mrs. Gleason added her agreement with Mr. Conover, and suggested <br /> increasing the limits from $10,000/.$20,000 (income limit/net worth) to <br /> $12,000/$3S,000, and offering a deferral Plan for those with incomes above <br /> $12,000, up to $1S,000, with net worths above $3S,000, up to $S0,000. <br /> <br /> Mr. Gary O'Connell, Assistant City Manager, stated that the formulas <br /> in the ordinance were complex. <br /> <br /> Council requested that staff provide information on alternative <br /> percentages for tax relief before the next meeting. <br /> <br /> Mrs. Gleason moved the ordinance entitled "AN ORDINANCE TO AMEND <br /> AND REORDAIN SECTION 10-36, SECTIONS 10-38 THROUGH 10-41, SECTION 30-9, <br /> <br /> AND SECTIONS 30-11 THROUGH 30-13 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br /> VIRGINIA, 1976, AS AMENDED, TO INCREASE THE ELIGIBILITY OF THE ELDERLY <br /> AND HANDICAPPED FOR REAL ESTATE TAX RELIEF AND RENT RELIEF BY INCREASING <br /> INCOME.AND NET WORTH LIMITS AND BY ADDING AN EXEMPTION FOR DISABILITY <br /> INCOME," Mr. Conover seconded the motion, and the ordinance was carried <br /> over to the next meeting. <br /> <br /> Mr. Hendrix stated that the ordinance would implement the de~ision <br /> made by Council and the Board of Supervisors in regard to Buck Mountain. <br /> <br /> Mr. Leroy Brunton, a local builder, asked Council to consider the <br /> <br /> fact that the ordinance would impose a financial burden on new home owners. <br /> <br /> Mr. Buck said that an agreement had previously been committed to by <br /> Council, and the ordinance was to comply with that agreement. <br /> <br /> Mr. Conover moved the ordinance entitled "AN ORDINANCE TO AMEND AND <br /> REORDAIN CHAPTER 29, AS AMENDED, OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br /> VIRGINIA, BY ADDING A SECTION NUMBERED 29-1.1 RELATING TO THE SURCHARGE ON <br /> NEW WATER SERVICE CONNECTIONS TO PROVIDE REVENUES FOR THE BUCK MOUNTAIN <br /> RESERVOIR," Mrs. Gleason seconded the motion, and the ordinance was carried <br /> over to the next meeting. <br /> <br /> There were no matters by the public. <br /> <br /> On a question from Dr. Hall regarding fences, Mr. Huja replied that <br /> <br />the City can now require opaque fences be built to hide unsightly businesses, <br />but cannot require that businesses change the type of fence where one <br />already exists. <br /> <br /> Mr. Buck stated that he had received recommendations for the Compre- <br />hensive Plan which would be sent to the Planning COmmission for consideration. <br /> <br /> Mr. Hendrix stated that .the State Department of Highways and Trans- <br />portation had indicated its willingness to hold a public hearing on various <br /> <br /> <br />
