Absent: Dr. Gunter, Dr. Hall. <br /> <br /> Dr. Joseph Mooney, School Board member and Chairman of the <br />Charlottesville High School Site Improvement Committee, asked Council <br />for their ideas on continuing the site improvement project and for <br />their comments on fund raising. Dr. Mooney introduced Mike and Peggy <br />Van Yahres, landscape architects for the project. <br /> <br /> Mike and Peggy Van Yahres reviewed their recommendations £or the <br />site improvements and pointed out the existing problems as follows: <br />1) inadequate and unsafe traffic circulation, 2) unsafe areas for <br />students, 3) entrances and parking not clearly defined, 4) inappropriate <br />plantings, 5) drainage problems, 6) erosion, and 7) lack of seating and <br />shade. <br /> <br /> It was suggested that the project be divided into two major <br />phases because of the cost involved. <br /> <br /> Mr. Buck indicated that Council should discuss the project and <br />ask for §taff's recommendations before giving a definitive answer. <br /> <br />Mr. Buck said that due to the pending litigation concerning the Vinegar <br />Hill project, bonds could not be issued until the matter was settled. <br />He further stated that it might be necessary to use the City's capital <br />reserve for the Vinegar Hill project and, therefore, the City may not <br />be in a position to commit to any new capital projects at this time. <br /> <br /> Mr. Buck stated that he found no problem with soliciting public <br />funds for the project. <br /> <br /> Ms. Alicia Lugo, Chairman of the School Board, said that all but <br />$8,000 of the project had been included in the School Board's capital <br /> <br /> <br />
