ORDINANCE: <br />AMENDMENT TO <br />PERMIT FREE- <br />STANDING SIGNS <br />ON DOWNTOWN MALL <br /> <br />to employees beginning employment on January 1, 19'84. Dr. Gunter <br /> <br />seconded the motion to amend. <br /> Mr. Buck indicated his intention to vote against this amend- <br />ment as he felt the proposed formula change would provide employees <br />with the same standard of living after retiring as before. Mr. Buck <br />stated that he felt the issue should be seen from a broader sense <br />with emphasis on financial stability for'the City in the future. <br /> The motion to amend the ordinance by only applying Formula D <br />to employees-beginning after January 1, 1984 was approved by the <br />following vote. Ayes: Mr'. Gonover, Mrs. Gleason, Dr. Gunter, Dr. <br />Hall. Noes: Mr. Buck. <br /> <br /> Mrs.-Gleason stated that while she favored the 100% supplement <br /> <br /> for. public safety officials, she was concerned with the cost of <br /> funding it and asked if there could be a gradual buildup to the 100% <br /> supplement. <br /> <br /> Mr. Hendrix stated that staff will provide information on the <br /> cost of the 100% supplement before the second reading of the ordinance. <br /> Mr. Conover moved to amend the ordinance by removing the cost of <br /> living increase for retirees, stating that he felt it should be <br /> studied and granted on a yearly basis. Mrs. Gleason seconded the <br /> motion to amend and it was approved by the following vote. Ayes: Mr. <br /> Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> Mr. Hendrix recommended that the ordinance be amended to include <br /> <br /> the Sheriff's deputies as public safety officials. <br /> <br /> Mr. Mannie Norford, City Sheriff, strongly recommended that his <br /> personnel be included in the ordinance. <br /> <br /> Mrs. Gleason moved to amend the ordinance to inclUde the sworn <br /> personnel of the Sheriff's Department and Dr. Gunter seconded the <br /> motion. <br /> <br /> Mr. Buck stated that he would abstain from voting on the amendment <br /> until figures were presented on the cost involved. <br /> The amendment to include the Sheriff's personnel was approved by <br /> the following vote. Ayes: Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. <br /> Hall. Noes: None. Abstaining: Mr. Buck. <br /> <br /> Mr. Buck stated that he felt it would be preferable to~.consid~r <br /> <br /> some of the issues involved when the budget is considered. <br /> Mr. Hendrix stated that he felt it was important to the employees <br /> <br /> to settle the issue as soon as possible. <br /> Ms. Haughey noted that the ordinance included a change which <br /> would allow employees to accrue retirement benefits beyond age 65. <br /> The ordinance was carried over to the next meeting for consideration. <br /> Mr. Satyendra Huja, Director of community Development, stated that <br /> the Planning Commission recommended denial of this ordinance for the <br /> following reasons: 1) such signs could constitute off premises signs <br /> and create a precedent which might cause difficulty in dealing with <br /> similar issues beyond the Mall and 2)'such signs would create additional <br /> hazards to pedestrians, esoecially blind and disabled pedest2ian~s on the <br /> Mall. <br /> Responding to a question by Mr. Buck, Mr. Huja stated that discussion <br /> <br /> <br />
