<br />present: Mr. Buck, Mr. C6nover, Mrs. Gleason, Dr. Gunter, Dr. Hall.
<br />Absent: None.

<br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, the minutes of
<br />February 6th were unanimously approved as presented.
<br />
<br /> on motion by Dr. Guner, seconded by Mrs. Gleason, the minutes of
<br />February 10th were approved as presented, with Mr. Conover and Dr. Hall
<br />abstaining.
<br />
<br /> Mr. Buck~opened the public hearing and explained that the change in
<br />the ordinance would allow licensed realtors to be members of the Board of
<br />Architectural Review.
<br />
<br /> As there were no speakers the public hearing was closed.
<br />
<br /> On motion by Mr. Conover, seconded by Dr. Gunter, the ordinance
<br /> entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION 31-131, AS AMENDED,
<br />
<br /> OF THE iODE OF THE CITY OF CHARLOTTESVILLE, 1976, ~RELATING TO THE MEMBERSHIP
<br /> AND QUAI.IFI ATIONS OF THE BOARD OF ARCHITECTURAL REVIEW" was offered and
<br /> carried ore to the next meeting for consideration.

<br /> Apioin ments were deferred until later in the meeting.

<br /> Roadblock P ogram which was offered at the meeting of February 6th was

<br /> Study Grant which was offered at the meeting of February 6th was approved
<br /> by the following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr.
<br /> Gunter, Dr..Hall. Noes: None.

<br /> Mr. Hendrix explained"that the Youth Service Center had requested that
<br />Council authorize expansion of the Youth Commission from nine to fourteen
<br />
<br />members, and that appointments would be made equally by City Council and
<br />Albemarle CoUnty Board of Supervisor~.
<br /> On n0ti,~n by Mrs~ Gleason, seconded by Dr. Gunter, the resolution was
<br />unanimo'~ 317 ;~pproved by Council.

<br />have pre~iou~ly agreed to the establishment of an office on youth, known
<br />as the Y~uth Service Center, to foster WhOlesome youth development and the
<br />prevention o~ juvenile delinquency; and

<br /> WHEi~E.~S. it now appears desirable to expand the Youth Commission
<br />which se~v~s as a policy-making and governing board for the Youth Service
<br />Center t,~ ld~ntify, develop and provide comprehensive integrated youth
<br />services aad a delinquency prevention program; now, therefore, be it
