<br /> On motion by Mr. Conover, seconded by Mrs. Gleason, Council
<br /> unanimously approved the resolution authorizing the Mayor to sign
<br /> the contract for auditing services.
<br />
<br /> Mr. Conover moved to amend the ordinance by expanding the member-
<br /> ship of the Downtown Board of Architectural Review to-six, the sixth
<br /> member being a resident of the City. The amending was seconded by Mrs.
<br /> Gleason and unanimously approved by Council.
<br />
<br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTIONS
<br /> 31-127.1, 31-127.2, 31-128, 31-129, 31-130, 31-131, 31-136, 31-137,
<br /> 31-138, 31-139.1., 31-148.1, 31-140.2, 31-141, 31-142, S1-143, 31-144,
<br /> 31-14S, 31-146, S1-147.1, AND S1-179, AS SEVERALLY AMENDED, OF THE CODE
<br /> OF THE CITY OF CHARLOTTESVILLE, 1976, AND FURTHER TO AMEND ARTICLE

<br /> OF CHAPTER 31 OF SUCH CODE BY ADDING SECTIONS NUMBERED 31-139.S THROUGH
<br /> 31-139.1.3, IN ORDER TO CREATE A DOWNTOWN ARCHITECTURAl DESIGN CONTROL
<br /> DISTRICT, TO PROVIDE RESTRIETIONS ON THE CONSTRUCTION, RECONSTRUCTION,
<br /> ALTERATION OR REMOVAL OF BUILDINGS, STRUCTURES, SPACES, SITES, LANDMARKS
<br /> AND SIGNS WITHIN SUCH DISTRICT AND TO CREATE A DOWNTOWN BOARD OF ARCHI-
<br /> TECTURAL REVIEW TO ADMINISTER SUCH RESTRICTIONS: which was offered at the
<br /> meeting of July 18,11983,~ was approved by the following vote. Ayes: Mr.
<br /> Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None.

<br /> On motion by Mrs. Gleason, the following persons were unanimously
<br /> appointed to the Downtown Board of Architectural Review: Michael Bednar
<br /> as Planning Commission representative (2 year term to expire February 28,
<br /> 1986), Stanley Tatum as Board of Architectural Review representative
<br />
<br />(2 year term to expire February. 28, 1986), John Allen as property owner
<br />in the DownTown District (3 year term to expire February 28, 1987),
<br />CaroI Tr.oxell as Downtown CharlottesVille Inc. representative (3 year
<br />term to expire February 28, 1987), Jack Rinehart as licensed architect
<br />
<br /> (4 year term to expire February 28, 1988), and Genevieve Keller as citizen
<br />
<br />representative (4 year term to expire February 287 1988).
<br /> There were no matters by the public.
<br />
<br /> On a question from Dr'. Hall concerning the recent changes to the
<br />noise ordinance, Mr. Buck stated that he had met with members of the
<br />Interfraternity Council and they had indicated that they felt the levels
<br />allowed by the ordinance were reasonable.
<br />
<br /> Mrs. Gleason requested that staff draft changes in the curfew
<br />ordinance to be considered by Council at the March Sth meeting.
