President <br /> <br /> BASEMENT CONFERENCE ROOM March 20, 1984 <br /> <br /> Council met for hearings on social service agency funding with the <br /> following members present: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, <br /> Dr. Hall. <br /> <br /> Mr. Bill Lucy, Chairman of the Social Development Commission, addressed <br /> Council concerning the social service agency funding recommendations. Mr. <br /> Lucy stated that he felt adequate education of Social Development Commission <br /> members in de.aling with the agencies was important, but was an extremely <br /> time consuming task. Mr. Lucy questioned whether the role of the Social <br /> <br /> Development Commission might not change in future years to be used as a <br /> sounding board for the City Manager's office and to handle appeals versus <br /> the initial screening and reviewing it now performs. <br /> <br /> Mr. Buck indicated that there may be a need to review the situation <br /> and perhaps relieve some of the burden -presently placed on the Social <br /> Development Commission. <br /> <br /> Ms. Carol Lanning, Director of Central Virginia Child Development <br /> Association, and Ms. Kai Rady, Chairman of their Board, reviewed CVCDA's <br /> accomplishments which included the child care directory and day care <br /> provider training. Ms. Lanning stated that they hoped to produce a <br /> televised day care provider training course, provide training for Headstart <br /> parents, and work with busin~esses for possible employer day care. <br /> <br /> Mr. Jim Peterson, ExecUtive Director of Region Ten Community Services <br /> Board, and Mrs. Dorothy Emerson, a member of the Board, reviewed Region <br /> Ten's major programs. Mrs. Emerson indicated that a p.riority for Region <br /> Ten was making the community aware of the needs of the mentally ill and <br /> mentally retarded. <br /> <br /> Representing Charter House, Mr. Peterson indicated he did not feel <br /> <br /> it was appropriate to continue to solic.it private contributions and requested <br /> that the amount that the City did not fund be shown as an unfunded balance. <br /> Mr. Peterson stated that in a few years Charter House would be included in <br /> the overall Region Ten budget. Mr. Peterson stated that funding had not <br /> been requested from Albemarle County. <br /> <br /> Ms. Jane Parker, Director of Madison House, reviewed services provided <br />which included Big Brother/Big Sister Program, kindergarten boosters, <br />tutoring in City schools, Consumer Information Service, Crisis Hotline, and <br />providing volunteers to agencies in the City. Ms. Parker stated that the <br />volunteers viewed it as an afront that the City is unwilling to fund Madison <br />House. <br /> <br /> Mr. Buck stated that he hoped Madison House would not set the students <br />against the City, adding that he felt the tax exempt status granted to <br />Madison House was considerable. <br /> <br /> Mrs. Ruth Wadlington, President of the Board of Outreach Counseling <br />Services, Inc., and Mr. Alan Segar, Director of Outreach, discussed the <br /> <br /> <br />
