OTHER BUSINESS: <br />PAY PLAN <br /> <br />offered at the meeting of April 2nd was approved by the following vote. <br />Ayes: Mr. Buck, 'Mr. Conover, Mrs. Gleason., Dr. Gun~ter, Dr. Hall. <br /> <br /> Mr. Hendrix presented the City Employee Pay Plan which included <br />recommendations for: l) 3.% across-the-board increase, 2) positions <br />recommended for a pay range change would receive a 2.5% increase, <br /> <br />3) performance increases would be granted using the present policy, and <br />4) there would be a maximum increase of 10.5%. Mr. Hendrix stated that <br />approximately 33% of the employees would receive a 3% increase, 59% a <br />5.5% increase, and 8% would receive an increase between 5.5% and 10.5%. <br />Mr. Hendrix added that an in-house range evaluation is condUcted yearly, <br />but it had been approximately ten years since an outside consultant had <br />been employed. <br /> <br /> Dr. Hall moved' to approve the Pay Plan, Mrs. Gleason seconded the <br />motion, and it was unanimously approved by Council. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, Council unanimously <br />voted to meet in executive session to discuss legal matters as exempted by <br />Section 2.-1-344(a)~(6) of the Virginia Freedom of Information Act following <br />the joint public hearing with the Planning Commission. <br /> <br /> Council met for a joint public hearing with the Planning Commission <br /> <br />on the following: <br /> <br /> 1. A proposed.ordinance to amend and reordain, the following sections <br />of the City Code (Zoning Ordinance): <br /> <br /> a) Section 31-3. Definitions, Generally ("Family," specifically). <br /> b) Section 31-27. Permitted uses By right (in the R-3 district). <br /> <br /> c) Section 31-28. Permitted uses With special use permit (in <br /> the R-3 District). <br /> <br /> d) Section 31-32.1. Specific Use Regulations for Group <br /> residential Uses. <br /> <br /> e) Section 31-78. Permitted ~ses By right (in the B-1 District). <br /> The proposed Zoning Ordinance amendments would provide for: the <br />application of the "family" definition in all zoning districts; special <br /> <br />permit requirements for group uses in the R-3 zoning district, and; allowing <br />them by right in B~.i districts. <br /> <br /> 2. A proposed ordinance to amend and reordain Section 31-5 of the <br /> <br />City Code (Zaning Ordinance), and, to amend Chapter 31 of the City Code <br />(zoning Ordinance) by adding Sections 31-34.1 through 31-34.5 in order to <br />create a new residential district (R-4) which would provide for student <br />related group housing adjacent to th.e University of Virginia. <br /> <br /> 3. A proposed ordinance to amend and reordain Chapter 31 of the City <br />Code (Zoning Ordinance) Article XXIV. Nonconforming Buildings and Uses, <br />by adding Section 31-265,1 in order to allow existing uses, for special use <br />permits are required under the Zoning Ordinance, to be considered conforming <br /> <br />uses . <br /> <br /> 4. A proposed ordinance to amend and reordain Section 13.2.3 of the <br />City Code (Housing Code) to increase the requirement for minimum square <br />footage per occupant in rooms used for sleeping purposes. <br /> The meeting was adjourned. <br /> <br />Cler~ ~ '~ <br /> <br /> <br />
