3,54 <br /> <br />MINUTES <br /> <br />PUBLIC <br /> <br />APPOINTMENTS: <br />BOARDS AND <br />COMMISSIONS <br /> <br />PRESENTATION: <br />WOMEN'S ORGANI- <br />ZATIONS, RAPE <br />PREVENTION <br /> <br /> COUNCIL CHAMBERS April 16, 1984 <br /> <br /> Council met in regular session with the 'following members <br /> <br /> present: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. <br /> <br /> On mobion by Mrs. Gle.ason, seconded by Dr. Gunter, the minutes <br /> <br /> of March 26th were unanimously approved as presented-. <br /> <br /> On motion by Mr. Conover, seconded by Dr'. Hall) the minutes of <br /> March 27th were unanimously approved as presented. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Conover, the minutes <br /> <br /> of April 2nd were unanimously approved as presented.' <br /> <br /> On motion by. Dr. Gunter, seconded by Dr. Hall', 'the minutes of <br /> April 6th were unanimously approved as presented. <br /> <br /> On motion by Mr. Conover, seconded by Mrs'. Gleason, the minutes <br /> <br /> Of April 10th were unanimously approved as presente'd. <br /> There were no matters by the public. <br /> <br /> On motion by Dr. Hall, Mrs. Treva Cromwell was unanimously <br /> reappointed as the joint City-County appointee to a two-year term <br /> on the RiYanna Water and Sewer Authority Board. This term will expire <br /> May I, 1986.' <br /> <br /> On motion by Dr. Gunter, Mr. E. C. Wade was unanimously reappointed <br /> to a three-year term on the Retirement Commission. This term will <br /> expire on May 1, 1987.' <br /> <br /> Ms. Cyndi Taylor, President of the National Organization for <br /> Women, and representing the American Association of University Women, <br /> the Business and Professional Women's C'lub, the League of Women <br /> Voters, and the Shelter for Help in Emergency, requested: 1) that <br /> Council appoint a committee to determine the most effective means of <br /> eliminating rape from the Charlottesville community, 2) that women <br /> be included on the committee, and 3) that the committee bring its <br /> proposals to Council within six months after its formation. <br /> <br />Dr. Hall indicated his support for the proposed committee. <br />Mr. Conover concurred with Dr. Hall's support, but questioned <br />whether the committee would not be more effective if made up of <br />representatives of the City, County, and the University of Virginia. <br /> <br /> Ms. Taylor agreed that a regional committee would be preferable <br /> <br />and stated that she planned to approach the Albemarle County Board of <br />Supervisors with a similar request. <br /> <br /> Ms. Debbie Cobb from the Shelter for Help in Emergency, suggested <br />that a multi-dimensional approach be used and that the committee could <br />examine what preventive methods might be effective. <br /> <br /> Mr. Buck suggested that the group return to Council with <br />suggestions as to what groups should be represented on the committee, <br />what are seen as major problem areas, and what direction-the committee <br />might take. <br /> <br /> Dr. Gunter requested that the City staff also provide information <br />on rape statistics. <br /> <br /> <br />
