3,54 MINUTES PUBLIC APPOINTMENTS: BOARDS AND COMMISSIONS PRESENTATION: WOMEN'S ORGANI- ZATIONS, RAPE PREVENTION COUNCIL CHAMBERS April 16, 1984 Council met in regular session with the 'following members present: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. On mobion by Mrs. Gle.ason, seconded by Dr. Gunter, the minutes of March 26th were unanimously approved as presented-. On motion by Mr. Conover, seconded by Dr'. Hall) the minutes of March 27th were unanimously approved as presented. On motion by Mrs. Gleason, seconded by Mr. Conover, the minutes of April 2nd were unanimously approved as presented.' On motion by. Dr. Gunter, seconded by Dr. Hall', 'the minutes of April 6th were unanimously approved as presented. On motion by Mr. Conover, seconded by Mrs'. Gleason, the minutes Of April 10th were unanimously approved as presente'd. There were no matters by the public. On motion by Dr. Hall, Mrs. Treva Cromwell was unanimously reappointed as the joint City-County appointee to a two-year term on the RiYanna Water and Sewer Authority Board. This term will expire May I, 1986.' On motion by Dr. Gunter, Mr. E. C. Wade was unanimously reappointed to a three-year term on the Retirement Commission. This term will expire on May 1, 1987.' Ms. Cyndi Taylor, President of the National Organization for Women, and representing the American Association of University Women, the Business and Professional Women's C'lub, the League of Women Voters, and the Shelter for Help in Emergency, requested: 1) that Council appoint a committee to determine the most effective means of eliminating rape from the Charlottesville community, 2) that women be included on the committee, and 3) that the committee bring its proposals to Council within six months after its formation. Dr. Hall indicated his support for the proposed committee. Mr. Conover concurred with Dr. Hall's support, but questioned whether the committee would not be more effective if made up of representatives of the City, County, and the University of Virginia. Ms. Taylor agreed that a regional committee would be preferable and stated that she planned to approach the Albemarle County Board of Supervisors with a similar request. Ms. Debbie Cobb from the Shelter for Help in Emergency, suggested that a multi-dimensional approach be used and that the committee could examine what preventive methods might be effective. Mr. Buck suggested that the group return to Council with suggestions as to what groups should be represented on the committee, what are seen as major problem areas, and what direction-the committee might take. Dr. Gunter requested that the City staff also provide information on rape statistics.
